285 <br /> <br />December 13, 1988 <br /> <br /> If Council wishes to Droceed with this project, the Director <br />of Public Works requests appropriation of the necessary funds and <br />award of the project, to Utility Builders, Inc., who have <br />successfully completed~numerous~ projects for tke City. <br /> <br /> Therefore, I concur and recommend appropriation of the <br />necesssary funds and award of the contract to the low bidder." <br /> <br /> On motion of Mr. Gray and seconded by Mr. Hawks the followin( <br />ordinance was approved on first reading, an~ the contract awarded' <br />to Utility Builders,Inc., and was adopted by unanimous vote. <br /> <br />"AN ORDINANCE TO APPROPRIATE $69,800. <br />UTILITY CAPITAL IMPROVEMENT FUND FOR <br />EXTENSION PROJECT." <br /> <br /> FROM THE PUBLIC <br />ELLIOTT AVENUE SEWER <br /> <br /> 88-489 - Letter from the C~ty Manager recommending adoption <br />of an ordinance to appropriate $100,000 from the CaDital <br />Improvement Fund for the refurbishment and installation of the <br />Pokey Smokey Railroad at City Park. <br /> <br /> "Du~ing the renovations of City Park, it was necessary to <br />remove the old Pokey Smokey track and facilities. Since the <br />Pokey Smiley had long been a popular family attract-ion, the City <br />has committed itself to the reconstruction of the track, service, <br />storage and ticket facilities with the Jaycees being responsible <br />for its operation and maintenance. <br /> <br /> The 1988-93 Capital Improvement ProgLam includes $200,000 <br />for the Pokey Smokey project. To expedite the work, the City will <br />be acting as the general contractor. The Director of Public Work~ <br />recommends an appropriation of $100~000 at this time to be <br />utilized for the purchase off materials and ~o begin <br />subcontracting the various items needed for completion. We are <br />also in the process of negotiating with the CSX Railroad for thei <br />possible donation of the required rail and installation. <br /> <br /> I, therefore, concur and recommend appropriation of the <br />necessary funds" <br /> <br /> On. motion of Mrs. Lucas and seconded by Mr. Simpson to <br />approve the ordinance. <br /> <br /> Substitute motion of Mr. Hawks and seconded by Mr. Barnes, t, <br />defer the matter until the January i0, 1989, Council meeting, and <br />was adopted by unanimous vote. <br /> <br /> 88-490 - Letter from the City Manager recommending adoption <br />of an ordinance to appropriate $51,692 from the Capital <br />Improvement Fund for the roof repairs at the Fire Department's <br />Headquarters and the Portsmouth Naval Museum. Also, to award the <br />contracts to Roof Tech, Inc. and National Roofing Co. <br /> <br /> "In recent years the Capital Improvement Plan has included <br />funds to improve the condition of roofs on several City buildings <br />to preserve the structures for continued use. The CIP which you <br />approved at the last City Council meeting authorized funds for <br />this purpose in the 1988-89 CIP year. <br /> <br /> <br />
