FROM THE PUBLIC ELLIOTT AVENUE SEWER 88-489 - Letter from the C~ty Manager recommending adoption of an ordinance to appropriate $100,000 from the CaDital Improvement Fund for the refurbishment and installation of the Pokey Smokey Railroad at City Park. "Du~ing the renovations of City Park, it was necessary to remove the old Pokey Smokey track and facilities. Since the Pokey Smiley had long been a popular family attract-ion, the City has committed itself to the reconstruction of the track, service, storage and ticket facilities with the Jaycees being responsible for its operation and maintenance. The 1988-93 Capital Improvement ProgLam includes $200,000 for the Pokey Smokey project. To expedite the work, the City will be acting as the general contractor. The Director of Public Work~ recommends an appropriation of $100~000 at this time to be utilized for the purchase off materials and ~o begin subcontracting the various items needed for completion. We are also in the process of negotiating with the CSX Railroad for thei possible donation of the required rail and installation. Also, to award the contracts to Roof Tech, Inc. and National Roofing Co. "In recent years the Capital Improvement Plan has included funds to improve the condition of roofs on several City buildings to preserve the structures for continued use. The CIP which you approved at the last City Council meeting authorized funds for this purpose in the 1988-89 CIP year.
