<br />July 27.2010 <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $396,270 IN FEDERAL <br />FUNDS FROM THE VIRGINIA DEPARTMENT OF TRANSPORTATION (VDOT) AND <br />APPROPRIATING SAID FUNDS IN THE FY 2010-2011 CAPITAL IMPROVEMENT <br />FUND FOR A SAFE ROUTES TO SCHOOLS PROJECT AT CHURCHLAND <br />ELEMENTARY SCHOOL AND AUTHORIZING THE CITY MANAGER TO EXECUTE <br />AN AGREEMENT WITH THE VDOT FOR SAID PROJECT." <br /> <br />Ayes: Cherry, Heretick, Moody, Psi mas, Randall, Whitehurst <br />Nays: None <br /> <br />10 - 352 - Adoption of an ordinance to appropriate in the FY 2010-2011 Behavioral <br />Healthcare Services Fund budget the sum of $30,284 allocated by the Virginia <br />Department of Behavioral Healthcare Services for Part C program funding to be spent <br />by September 30,2010. <br /> <br />Background: <br />. The Department of Behavioral Health and Developmental Services (DBHDS) will <br />issue payment of $30,284 to the Part C program as a one-time additional funding. <br />These are unused dollars of the Medicaid State Match Dollars from Medicaid Initiative. <br />DBHDS will allocate these funds to all Part C programs. <br /> <br />Discussion: <br />. In an effort to address additional monies needed across the board for FY2010, <br />DBHDS identified a one-time funding plan. The one-time funds are being apportioned <br />to all local lead agencies based on each system's two-year child count. In accordance <br />with the federal guidelines, these funds must be spent before September 30, 2010. <br /> <br />Financial Impact: <br />. No local match funding is required. <br /> <br />Recommended Action: <br />. Adoption of an ordinance. Vision Principle: Thriving Neighborhoods and a Sense <br />of Community. <br /> <br />Recommended Action: <br />. Adoption to approve appropriation in the amount of $30,284 in the FY10-11 <br />Behavioral Healthcare Services Fund. <br /> <br />Next Steps Following Council Action: <br />. Upon appropriation, the Director of Department of Behavioral Healthcare <br />Services will ensure funds are properly expended in accordance with Part C program <br />requirements. <br /> <br />Motion by Mr. Cherry, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO APPROPRIATE IN THE FY 2010-2011 BEHAVIORAL <br />HEAL THCARE SERVICES FUND THE SUM OF $30,284 ALLOCATED BY THE <br />VIRGINIA DEPARTMENT OF BEHAVIORAL HEAL THCARE SERVICES FOR PART <br />C PROGRAM FUNDING TO BE SPENT BY SEPTEMBER 30,2010." <br /> <br />Ayes: Cherry, Heretick, Moody, Psi mas, Randall, Whitehurst <br />Nays: None <br /> <br />10 - 353 - Adoption of an ordinance accepting a grant in the amount of $182,500 from <br />the Office of the Executive Secretary of the Supreme Court of Virginia and <br />appropriating said amount in the FY 2010-2011 Grants Fund for use by the Third <br />Judicial Circuit Court for the Portsmouth Adult Drug Treatment Court.
