July 27.2010 "ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $396,270 IN FEDERAL FUNDS FROM THE VIRGINIA DEPARTMENT OF TRANSPORTATION (VDOT) AND APPROPRIATING SAID FUNDS IN THE FY 2010-2011 CAPITAL IMPROVEMENT FUND FOR A SAFE ROUTES TO SCHOOLS PROJECT AT CHURCHLAND ELEMENTARY SCHOOL AND AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE VDOT FOR SAID PROJECT." Ayes: Cherry, Heretick, Moody, Psi mas, Randall, Whitehurst Nays: None 10 - 352 - Adoption of an ordinance to appropriate in the FY 2010-2011 Behavioral Healthcare Services Fund budget the sum of $30,284 allocated by the Virginia Department of Behavioral Healthcare Services for Part C program funding to be spent by September 30,2010. Background: . The Department of Behavioral Health and Developmental Services (DBHDS) will issue payment of $30,284 to the Part C program as a one-time additional funding. These are unused dollars of the Medicaid State Match Dollars from Medicaid Initiative. DBHDS will allocate these funds to all Part C programs. Discussion: . In an effort to address additional monies needed across the board for FY2010, DBHDS identified a one-time funding plan. The one-time funds are being apportioned to all local lead agencies based on each system's two-year child count. In accordance with the federal guidelines, these funds must be spent before September 30, 2010. Financial Impact: . No local match funding is required. Recommended Action: . Adoption of an ordinance. Next Steps Following Council Action: . Upon appropriation, the Director of Department of Behavioral Healthcare Services will ensure funds are properly expended in accordance with Part C program requirements. Motion by Mr. Cherry, and seconded by Ms. Psi mas, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO APPROPRIATE IN THE FY 2010-2011 BEHAVIORAL HEAL THCARE SERVICES FUND THE SUM OF $30,284 ALLOCATED BY THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEAL THCARE SERVICES FOR PART C PROGRAM FUNDING TO BE SPENT BY SEPTEMBER 30,2010." Ayes: Cherry, Heretick, Moody, Psi mas, Randall, Whitehurst Nays: None 10 - 353 - Adoption of an ordinance accepting a grant in the amount of $182,500 from the Office of the Executive Secretary of the Supreme Court of Virginia and appropriating said amount in the FY 2010-2011 Grants Fund for use by the Third Judicial Circuit Court for the Portsmouth Adult Drug Treatment Court.
