<br />July 27.2010 <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Cherry, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING THE SUM OF $357,135 IN THE FY 2010-2011 <br />GENERAL FUND RECEIVED FROM THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION FOR LOCAL STREET MAINTENANCE." <br /> <br />Ayes: Cherry, Heretick, Moody, Psi mas, Randall, Whitehurst <br />Nays: None <br /> <br />10 - 351 - Adoption of an ordinance accepting a grant in the amount of $396,270 in <br />federal funds from the Virginia Department of Transportation (VDOT) and <br />appropriating said funds in the FY10-FY11 Capital Improvement Fund for a Safe <br />Routes to Schools project at Churchland Elementary School and authorizing the City <br />Manager to execute an agreement with the VDOT for said project. Vision Principle: <br />Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The SRTS Program is federally funded and administered through VDOT to assist <br />localities and schools in funding infrastructure improvements to make walking and <br />bicycling to school a safe and appealing to students in kindergarten through eight <br />grades. <br />. The Planning Department and Portsmouth Public Schools developed an SRTS <br />Travel Plan for Churchland Elementary School (CES) in November 2009. <br />. City Council Resolution 10-18 authorized the City Manger to submit an <br />application to VDOT for an SRTS Grant at Churchland Elementary School totaling <br />$396,270. <br />. VDOT funded the entire SRTS Grant on June 23, 2010. <br /> <br />Discussion: <br />. The project includes installation of school zone flashing beacons along Michael <br />Lane and Dogwood Drive; construction of a sidewalk along Michael Lane; sidewalk <br />repairs/ADA ramp repairs at the entrance to the school; restriping pedestrian <br />crosswalks; replacing or introducing new pavement markings along the school zone; <br />installation of pedestrian warning signs; construction of a multi-use path to connect the <br />school to the Westmoreland neighborhood; and installations of bike racks at the school. <br /> <br />Financial Impact: <br />. None. The cost of this program will be borne totally by VDOT, no local matching <br />funds are required. <br /> <br />Recommended Action: <br />. Adopt an ordinance authorizing the City Manager to sign an agreement with <br />VDOT to accept $396,270 in federal funds and administer a Safe Routes to Schools <br />Project to improve walking and bicycling routes to Churchland Elementary School; <br />program a new project in the Capital Improvements Fund for these pedestrian and <br />bicyclist accessibility upgrades; and appropriate $396,270 to this new Capital <br />Improvements Project Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps: <br />. Submit the completed Standard Project Administration Agreement to VDOT for <br />execution. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br />
