The Portsmouth Adult Drug Treatment Court was established to serve as an <br />intensive treatment program for the purpose of treating nonviolent felony offenders who <br />are dependent upon drugs and/or alcohol. <br /> <br />Discussion: <br />. This program was first implemented in 2000. <br /> <br />Financial Impact: <br />. There is no City cash match required. <br /> <br />Staff Recommends: <br />. Adoption of proposed ordinance. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. The responsibility of overseeing the Portsmouth Adult Drug Treatment Court will <br />rest with the Third Judicial Circuit Court of the City of Portsmouth. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $182,500 FROM THE <br />OFFICE OF THE EXECUTIVE SECRETARY OF THE SUPREME COURT OF <br />VIRGINIA AND APPROPRIATING SAID AMOUNT IN THE FY 2010-2011 GRANTS <br />FUND FOR USE BY THE THIRD JUDICIAL CIRCUIT COURT FOR THE <br />PORTSMOUTH ADULT DRUG TREATMENT COURT." <br /> <br />Ayes: Cherry, Heretick, Moody, Psi mas, Randall, Whitehurst <br />Nays: None <br /> <br />10 - 354 - Adoption of an ordinance appropriating $25,000 in the FY 2010-2011 <br />General Fund from asset forfeiture funds received from the Virginia Department of <br />Criminal Justice Services to fund two part-time receptionist positions in the <br />Commonwealth's Attorney's Office. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Background: <br />. The Department of Criminal Justice Services (DCJS), through the asset sharing <br />and agreement program, provides a percentage of funds from the sale of seized <br />property and funds from individuals arrested and convicted for the distribution of <br />Narcotics in The City of Portsmouth. <br /> <br />Discussion: <br />. DCJS has provided a set of rules governing the use of such funds for the <br />supplementation of salaries, purchase of equipment and training of office staff. <br />. The Commonwealth's Attorney's Office (CA) received written validation from <br />DCJS that hiring two part-time receptionists is an appropriate use of forfeiture funds. <br /> <br />Financial Impact: <br />. The $25,000 appropriation to support these two (2) positions would help manage <br />the additional duties required of the current support staff and will assist the CA with <br />effectively managing the high volume workload. <br />. No local match funding is required. <br /> <br />Recommended Action: <br />. Adoption of an ordinance to appropriate $25,000 from the CA's Asset Forfeiture <br />account to the CA's General Fund budget.
