<br />June 22.2010 <br /> <br />Background: <br />. On February 23, 2010 Council authorized acceptance of the $115,000 grant for <br />purchase of two ambulances, with the understanding the required cash match would be <br />made from the City's Risk Management Fund. <br />. The City Manager's Report (CMR) did not specifically request authorization to <br />transfer the funds from Risk Management to the Grants Fund for the purpose of <br />providing the cash match. Although the inference to make said transfer was made in <br />the CMR, official Council action authorizing said transfer is requested. <br />. This June 22, 2010 CMR and resulting Council action will document Council's <br />official authorization to transfer the $127,000 cash match from the Risk Fund to the <br />Grants Fund, as was the spirit of Ord. 2010-11. <br />. As a reminder, an electrical fire in 2009 caused Medic 9 to be declared a total <br />loss. The available Risk Management Fund replacement money for Medic 9 allows the <br />City to purchase two medic units through this grant rather than buying only one unit. <br />. The Fire Department, Finance Department, City Garage and Risk Management <br />were all part of this collaborative effort. <br /> <br />Discussion: <br />. This CMR is a "housekeeping" item to ensure appropriate documentation of <br />Council's initial intention and authorization (Ord. 2010-11). <br /> <br />Financial Impact: <br />. The City's Grant Fund will increase by $127,000 and the Risk Management Fund <br />will decrease by $127,000. <br /> <br />Staff Recommends: <br />. Appropriation of attached ordinance authorizing a transfer from Risk <br />Management Fund to Grants Fund. Adoption of proposed ordinance. Vision Principle: <br />Bold New Directions. <br /> <br />Next Steps Following Council Action: <br />. The CFO will ensure appropriate accounting of the transfer and subsequent <br />medic unit purchases. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE AUTHORIZING THE TRANSFER OF $127,000 FROM THE FY 2009- <br />2010 RISK MANAGEMENT FUND TO THE FY 2009-2010 GRANTS FUND AND THE <br />APPROPRIATION OF SAID FUNDS IN THE FY 2009-2010 GRANTS FUND TO <br />COMPLETE FINANCIAL ACCOUNTING FOR AN OFFICE OF EMERGENCY <br />MANAGEMENT SERVICES GRANT FOR THE PURCHASE OF TWO <br />AMBULANCES." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 308 - Adoption of an ordinance to amend Appendix A of the Code of the City of <br />Portsmouth, Virginia (2006) to decrease monthly rates for trash and garbage disposal <br />and to reduce estimated revenues in the FY 2010-2011 Waste Management Fund by <br />$884,000. Vision Principle: A Robust and Prospering Economy. <br /> <br />Background: <br />. The Southeastern Public Service Authority (SPSA) passed its FY 2011 Budget <br />on May 26, 2010 and decreased it tipping fee from $170 per ton to $150 per ton. <br />. The City sends approximately 44,200 tons of garbage to SPSA facilities each <br /> <br />year. <br /> <br />. With the savings of $20 per ton the City will see a decrease in payments to SPSA <br />of approximately $884,000. <br />
