June 22.2010 Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING A GRANT FROM THE U.S. DEPARTMENT OF AGRICULTURE IN THE AMOUNT OF $560,516 AND APPROPRIATING SAID AMOUNT IN THE FY 2010-2011 GRANTS FUND FOR USE BY THE DEPARTMENT OF PARKS, RECREATION, AND LEISURE SERVICES FOR THE 2010 USDA SUMMER FOOD PROGRAM." Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None 10 - 306 - Adoption of an ordinance accepting a grant in the amount of $3,745,000 from the United States Department of Education and appropriating said funds in the FY 2009-2010 Economic Stimulus Fund for the replacement of the HVAC system, roof, windows, doors, and ceiling of the Lakeview Elementary School. Vision Principle: Lifelong Learning Community. Background: . Portsmouth Public Schools applied for a competitive grant from the United States Department of Education for emergency repairs of Lakeview Elementary School. . A grant in the amount of $3,745,000 was awarded to replace the HVAC system (44 years old), roof (23 years old), windows and doors, and ceiling. . These repairs will eliminate building moisture which can contribute to growth of mold in the building. Discussion: . In order to expend funds on the project an appropriation by City Council IS required. Financial Impact: . This grant will eliminate the requirement for $3.7 million in CIP funding that would have been required in the near future. . There is no required match for the grant. Staff Recommends: . Motion by Ms. Randall, and seconded by Mr. Whitehurst, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $3,745,000 FROM THE UNITED STATES DEPARTMENT OF EDUCATION AND APPROPRIATING SAID FUNDS IN THE FY 2009-2010 ECONOMIC STIMULUS FUND FOR THE REPLACEMENT OF THE HVAC SYSTEM, ROOF, WINDOWS, DOORS, AND CEILING OF THE LAKEVIEW ELEMENTARY SCHOOL." Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None 10 - 307 - Adoption of an ordinance authorizing the transfer of $127,000 from the FY 2009-2010 Risk Management Fund to the FY 2009-2010 Grants Fund and the appropriation of said funds in the FY 2009-2010 Grants Fund to complete financial accounting for an Office of Emergency Management Services Grant for the purchase of two ambulances.
