<br />June 22.2010 <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT FROM THE U.S. DEPARTMENT OF <br />AGRICULTURE IN THE AMOUNT OF $560,516 AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2010-2011 GRANTS FUND FOR USE BY THE DEPARTMENT <br />OF PARKS, RECREATION, AND LEISURE SERVICES FOR THE 2010 USDA <br />SUMMER FOOD PROGRAM." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 306 - Adoption of an ordinance accepting a grant in the amount of $3,745,000 from <br />the United States Department of Education and appropriating said funds in the FY <br />2009-2010 Economic Stimulus Fund for the replacement of the HVAC system, roof, <br />windows, doors, and ceiling of the Lakeview Elementary School. Vision Principle: <br />Lifelong Learning Community. <br /> <br />Background: <br />. Portsmouth Public Schools applied for a competitive grant from the United States <br />Department of Education for emergency repairs of Lakeview Elementary School. <br />. A grant in the amount of $3,745,000 was awarded to replace the HVAC system <br />(44 years old), roof (23 years old), windows and doors, and ceiling. <br />. These repairs will eliminate building moisture which can contribute to growth of <br />mold in the building. <br /> <br />Discussion: <br />. In order to expend funds on the project an appropriation by City Council IS <br />required. <br /> <br />Financial Impact: <br />. This grant will eliminate the requirement for $3.7 million in CIP funding that would <br />have been required in the near future. <br />. There is no required match for the grant. <br /> <br />Staff Recommends: <br />. Adoption of proposed appropriation ordinance. Vision Principle: Lifelong Learning <br />Community. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $3,745,000 FROM THE <br />UNITED STATES DEPARTMENT OF EDUCATION AND APPROPRIATING SAID <br />FUNDS IN THE FY 2009-2010 ECONOMIC STIMULUS FUND FOR THE <br />REPLACEMENT OF THE HVAC SYSTEM, ROOF, WINDOWS, DOORS, AND <br />CEILING OF THE LAKEVIEW ELEMENTARY SCHOOL." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 307 - Adoption of an ordinance authorizing the transfer of $127,000 from the FY <br />2009-2010 Risk Management Fund to the FY 2009-2010 Grants Fund and the <br />appropriation of said funds in the FY 2009-2010 Grants Fund to complete financial <br />accounting for an Office of Emergency Management Services Grant for the purchase of <br />two ambulances. Vision Principle: Bold New Directions. <br />
