<br />June 22.2010 <br /> <br />Discussion: <br />. The City's ability to pay the SPSA tipping fee is dependant upon the Solid Waste <br />Service Charge rate being billed to its approximately 28,000 customers. <br />. With the decrease in SPSA's tipping fee, the City's Waste Management Fund <br />Operating Budget can be decreased by $884,000, which translates into a decrease of <br />$2.63 per month on the collection bill. <br /> <br />Financial Impact: <br />. A $2.63 decrease in the monthly rate (from $40.72 per month to $38.09 per <br />month) for Solid Waste Service Charges billed to Portsmouth residents. <br />. A $884,000 decrease in estimated revenues and appropriated expenditures in <br />the Waste Management Fund Operating Budget. <br /> <br />Staff Recommends: <br />. Adoption of the proposed ordinance. The CFO will coordinate with the Directors of Public Works and Information <br />Technology to ensure the proper and timely implementation of the Solid Waste Service <br />Charge rate increase effective July 1, 2010. <br />. Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, spoke in support of this item <br />but asked that it be used as a refund to citizens. <br /> <br />Motion by Mr. Heretick, and seconded by Ms. Psi mas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND APPENDIX A OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) TO DECREASE MONTHLY RATES FOR TRASH <br />AND GARBAGE DISPOSAL AND TO REDUCE ESTIMATED REVENUES IN THE FY <br />2010-2011 WASTE MANAGEMENT FUND BY $884,000." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 309 - Adoption of an ordinance to amend Chapter 7 of the Code of the City of <br />Portsmouth, Virginia (2006) by amending Section 7-2 thereof pertaining to the <br />requirement of a contractor's registration and bond. Vision Principle: Bold New <br />Directions. <br /> <br />Background: <br />. The city of Portsmouth has required all contractors to be bonded for many years. <br />Portsmouth is the only city that requires a bond for state licensed contractors. This <br />amendment would not be applicable to unlicensed contractors, who by state law cannot <br />enter into contracts in excess of $1,000. <br />. According to the City Attorney's office there have not been any bonds revoked <br />over the last several years due to a contractor performing faulty work. <br /> <br />Discussion: <br />. It is unnecessary to require a bond from properly state licensed contractors <br />because state laws already regulate contractor activity including providing a recovery <br />fund for faulty contractor work. There are also punitive measures DPOR can undertake <br />against contractors to ensure proper contractor behavior including fines and remedial <br />education. <br />. Elimination of the unnecessary bonding requirement is expected to result in a <br />more business friendly environment. <br />
