<br />June 22.2010 <br /> <br />At a Regular Meeting of the City Council on Tuesday, June 22, 2010, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Pastor Dr. Eugene Primm opened the meeting with prayer, which was followed <br />the Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to approve the minutes of a <br />Called Meeting of June 8, 2010, and of a Regular Meeting of June 8, 2010, and was <br />adopted by the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 304 - Presentations: <br /> <br />. Presentation to Councilman Douglas L. Smith for faithful City Council Service. <br /> <br />. Proclamations presented to Katherine and Lindsey Smith. <br /> <br />- City Manager's Report - <br /> <br />10 - 305 - Adoption of an ordinance accepting a grant from the U.S. Department of <br />Agriculture in the amount of $560,516 and appropriating said amount in the FY 2010- <br />2011 Grants Fund for use by the department of Parks, Recreation, and Leisure Services <br />for the 2010 USDA Summer Food Program. Vision Principle: Thriving Neighborhoods <br />and a Sense of Community. <br /> <br />Background: <br />. The City of Portsmouth has received a grant from USDA for the Summer Food <br />Program for more than 25 years, administered by the Recreation Division. <br />. Each year the program has grown to accommodate more churches, civic <br />organizations, schools and recreation locations. <br />. The program provides meals during the summer months when children are out of <br />school; therefore meaning the free and reduced school lunch program is not available. <br /> <br />Discussion: <br />. The USDA Summer Food Program for 2010 will include 35 sites consisting of - <br />Summer School sites, faith based childcare programs, community organizations and <br />City of Portsmouth Recreation sites. <br />. It is estimated that the program will serve 96,650 breakfasts (1,859 per day) and <br />90,105 lunches (1,733 per day) during the summer months. <br /> <br />Financial Impact: <br />. There is no City cash match required. The grant is a total reimbursement grant <br />based on the number of meals served. <br /> <br />Staff Recommends: <br />. Adoption of ordinance. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Next Steps Following Council Action: <br />. The full implementation of the USDA Summer Food Program throughout the <br />Summer of 2010. <br />
