March 14, 1989 <br /> <br /> 2. That the City of Portsmouth shall be entitled to five <br />representatives on the Overall Economic Development Program <br />Committee. Such members shall be appointed by the Portsmouth City <br />Council for a term of three years. Such members shall be <br />residents of the C~ty Of Portsmouth. Of the five members so <br />appointed, City Council shall designate one member to serve as <br />CoChairperson. <br /> <br /> 3. That the Overall Economic Development ~Program Committee <br />shall r~iew and consider all plans for economic development <br />within the special impact area as defined in the joint <br />Norfolk-Portsmouth application to the Economic Development <br />Administration. The Advisory Committee shall be responsible to <br />submit its advice and recommendations on such planned economic <br />develc~pment t~o the City Man, g-ers of Portsmouth~and Norfolk. <br /> <br /> 4. That this resolution shall take effect from and after the <br />date o~ its adoption, provided, however, that the Implementation <br />of this ordinance and the exercise of powers created herein shall <br />be expressly contingent upon the City of Norfolk having taken like <br />action to provide for the establishment of said Advisory Committee <br />and appointment of members and Co-Chairperson thereto. <br /> <br /> 5. That all previous ordinances and resolutions of this <br />Council pertafning to the Citizens Committee on Economic <br />Development-are hereby repealed. <br /> <br />Ayes: Barnes, Corprew, Hawks, Lucas, Simpson, Webb <br />Nays: None <br /> <br /> Motion of Mr. Barnes and seconded by Mrs. Lucas to appoint <br />George Eastes Co-Chairman of ~the Committee. <br /> <br /> Motion of Mr. Simpson and~seconded by Mr. Corprew to <br />appoint Raymond Joseph Co-Chairman of the Committee. <br /> <br />Eor Eastes: Barnes, Hawks, Lucas <br /> <br />For Joseph: Corprew, Simpson, Webb <br /> <br /> Mayor Webb announced the appointment of Co-Chairman will <br />be reconsidered at the Regular Meeting of March 28, 1989~ <br /> <br /> 89-106 - Letter from the City Manager recommending adoption <br />of a resolution authorizing the City Manager to release a utility <br />easement. <br /> <br /> "In August of 1987, on the application of Mr. Frank A. <br />Lawson~-City Council closed a portion Of WeStmoreland Avenue <br />between C~ifford Street and Bart Street. The ordinance retained <br />an easement~on a portion of th~s property for existing water <br />lines. <br /> <br /> I'n June of 1988, the Pu'blic Utilities Department removed the <br />water lines in question. <br /> <br /> Mr~ Lawson has now ~equested that the easement retained in <br />the 1987 ordinance be released. <br /> <br /> Since the City no longer utilizes the easement, I recommend <br />that the easement be released." <br /> <br /> <br />
