382 <br /> <br />March 14, 1989 <br /> <br /> On~motio~ uf Mrs. Lucas and seconded by Mr. Simpson the <br />following resolutio~ was adopted, and by the following vote: <br /> <br /> "A RESOLUTION AUTHORIZING THE CITY MANAGER ~TO RELEASE <br /> UTILI'T¥ EASEMENT; ~ , (WESTMORELAND~ AVENUE~) <br /> <br /> WHEREAS by ordinance adopted by the Councl.1-of 'the Cl~c~ <br />of Portsmouth, Virginia, at a meeting held August 25, 1987, <br />deslgn-ated as f)rdrnan'c 19817-86, ,a por~on o~ Westmoreland <br />Avenue be;t~een ~.Ctiffard ~Street and Bart S~ree't ~was closed ~nd <br />vacated a's'~u'~lic'stree't; and <br /> <br /> WH~E'R~S~ b~ said ordinance, the City.of Portsmouth <br />retained ~n e~sement o~ the western thirty feet of said street <br />for inst~a~a~i'o~, :operati.~n and mai'ntenar~ce oJ~ ~ater mains and <br />lines; and <br /> <br /> WHEREAS, the City has subsequently termin~'ted the said <br />water lines and ne long. er has a requirement for said easement; <br />and - :~ <br /> <br /> WHERrieS, th~ ~adjoin'ing ~roperty owner-ha~s requested ~a <br /> ~elease of said easement. <br /> <br /> NOW, THEREFORE; BE IT RESOLVED by the Counci~l of thee City <br />of Portsmouth, Virginia that the City Manager be, and he hereby <br />is, authorized to release the utility easement retained by the <br />above-refelfen~ecl ordinance over, under and across the following <br />described property, to-wit: <br /> <br /> Ail that certain piece or par'cel of land, <br />situate, lying and being in the City of Portsmouth, <br />Virginia, being more particularly described as the <br />remainin~ portion of Westmoreland Avenue bounded on <br />the west by lot 2, block 62, and bounded on the <br />east by lot 24, block 61, as shown on the plat of <br />Virginia Realty and Investment Company and being <br />108.5' x 60' in dimensions. <br /> <br /> BE IT FURTHER ORDAINED that the City Manager be, and he <br />hereby is, authorized to sign such deeds and ether documents as <br />may be necessary to carry out the intent of this resolution." <br /> <br />Ayes: Barnes, Corprew, Hawks, Lucas, Simpson, Webb <br />Nays: None <br /> <br /> 89-107 Letter from the City Manager recommending <br />adoption of a resolution authorizing the City Manager to sign <br />an agreement with the Virginia Housing Development Author~t~ <br />for the allocation of Eight Hundred Forty Thousand Dollars <br />($840,000) in the Urban Preservation and Infill Program. <br /> <br /> "The Portsmouth Redevelopment and Housing Authority has <br />informed us that the-Virginia Housing Developm~nt Authority has <br />allocated $840,000 under its Urban Preservation and Infill <br />Program. These funds are utilized by local lending <br />institutions for the financinq of mortgage loans to qualified <br />f~milies and individuals of low and moderate income who <br />purchase single family dwelling u~its in the following approved <br />areas of the City: <br /> Truxtun, Hattonsville, Brighton, Prentis Park, <br /> Port Norfolk, Ebony Heights, Mount Hermon, <br /> Effingham, Olde Towne South, Cradock, Twin Pines <br /> and Park View <br /> <br /> <br />
