380 March 14, 1989 89-105 Letter from the City Manager recommending~adoption of a resolution creating an advisory,committee pertaining to the overall Economic Development Program to be prepared jointly by the cities of Portsmouth and Norfolk; specifying the duties, responsibilities, Obligations and authority of'such advisory committee; defining the,~method of appointment Of the members of said committee r~pres'enting the City'of Portsmouth; and providing for the,ini~i~l~appo~tme~of ~he'~o~ehairperson representing~the City Of Portsmouth. '~ ~ - "The City of Norfolk, through the Norfolk Redevelopment and Housing Authority, has identified a source of f~nds with which it hopes to leverage EDA funding for a revolving loan program. They anticipate that their committee members will be required to meet q~ite ~fte~ as ~ result of par~i~ciga~ing in loan decisions. ~c~o~rd~n~ly, they have asked to reduce the number of~epresen~atives from each ~City on~t~e c~m~it%ee to five (5). Initially twelve (12) members for thi~ommittee were appointed from each City. The EDA representativ~ for this area has approved t~e reduction so long as b~th~Ci~ies have the same number.of rep~es~en'~atives on the ~ommittee~,~ ~ The City Attorney has prepared the attached resolution authorizing the 'reduction in the number of representatives on the Portsmouth Citizens Committee for Economic D~vet®pment and I recommend City Council's approval." On motion of Mr. Barnes and seconded by Mrs~ Lucas the following resolution was adopted on first and final reading and by the followin~ vote: ~ ~ "A RESOLUTION CREATING AN ADVISORY COMMITTEE PERTAINING TO THE OVERALL ECONOMIC DEVELOPMENT PROGRAM TO BE PREPARED JOINTLY BY TH~ CITIES OF PORTSMOUTH,AND NORFOLK; SPECIFYING THE DUTIES, RESPONSIBILITIES, OBLIGATIONS AND AUTHORITY OF SUCH ADVISORY COMMITTEE; DEFINING'THE~METHOD OF APPOINTMENT OF TEE MEMBERS OF SAID COMMITTEE REPRESENTING THE CITY OF PORTSMOUTH; AND PROVIDING FOR THE INITIAL APPOINTMENT OF A CO,CHAIRPERSON REPRESENTING THE CITY OF PORTSMOUTH. WHEREAS, the cities of Portsmouth and Norfolk~have authorized the submission of an update of the overall economic development program to the Economic Development Administration of the United States Department of Commerce; and WHEREAS, it is necessary to establish an Advisory Committee in connection with the overall economLc development program to~ be prepared by the cities of Portsmouth and No~folk. NOW, THEREFOREi BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That there is hereby established a committee to be known as the Overall Economic Development Program Committee to serve in an advisory capacity to the City Managers of the City of Portsmouth and the City of Norfolk in connection with the overall economic development program which is to be prepared for submission to the Economic Development Administration of the United States Department of Commerce.
