380 <br /> <br />March 14, 1989 <br /> <br /> 89-105 Letter from the City Manager recommending~adoption <br />of a resolution creating an advisory,committee pertaining to <br />the overall Economic Development Program to be prepared jointly <br />by the cities of Portsmouth and Norfolk; specifying the duties, <br />responsibilities, Obligations and authority of'such advisory <br />committee; defining the,~method of appointment Of the members of <br />said committee r~pres'enting the City'of Portsmouth; and <br />providing for the,ini~i~l~appo~tme~of ~he'~o~ehairperson <br />representing~the City Of Portsmouth. '~ ~ - <br /> <br /> "The City of Norfolk, through the Norfolk Redevelopment <br />and Housing Authority, has identified a source of f~nds with <br />which it hopes to leverage EDA funding for a revolving loan <br />program. They anticipate that their committee members will be <br />required to meet q~ite ~fte~ as ~ result of par~i~ciga~ing in <br />loan decisions. ~c~o~rd~n~ly, they have asked to reduce the <br />number of~epresen~atives from each ~City on~t~e c~m~it%ee to <br />five (5). Initially twelve (12) members for thi~ommittee were <br />appointed from each City. The EDA representativ~ for this <br />area has approved t~e reduction so long as b~th~Ci~ies have the <br />same number.of rep~es~en'~atives on the ~ommittee~,~ ~ <br /> <br /> The City Attorney has prepared the attached resolution <br />authorizing the 'reduction in the number of representatives on <br />the Portsmouth Citizens Committee for Economic D~vet®pment and <br />I recommend City Council's approval." <br /> <br /> On motion of Mr. Barnes and seconded by Mrs~ Lucas the <br />following resolution was adopted on first and final reading and <br />by the followin~ vote: ~ ~ <br /> <br /> "A RESOLUTION CREATING AN ADVISORY COMMITTEE PERTAINING TO <br /> THE OVERALL ECONOMIC DEVELOPMENT PROGRAM TO BE PREPARED <br /> JOINTLY BY TH~ CITIES OF PORTSMOUTH,AND NORFOLK; <br /> SPECIFYING THE DUTIES, RESPONSIBILITIES, OBLIGATIONS AND <br /> AUTHORITY OF SUCH ADVISORY COMMITTEE; DEFINING'THE~METHOD <br /> OF APPOINTMENT OF TEE MEMBERS OF SAID COMMITTEE <br /> REPRESENTING THE CITY OF PORTSMOUTH; AND <br /> PROVIDING FOR THE INITIAL APPOINTMENT OF A CO,CHAIRPERSON <br /> REPRESENTING THE CITY OF PORTSMOUTH. <br /> <br /> WHEREAS, the cities of Portsmouth and Norfolk~have <br />authorized the submission of an update of the overall economic <br />development program to the Economic Development Administration <br />of the United States Department of Commerce; and <br /> <br /> WHEREAS, it is necessary to establish an Advisory <br />Committee in connection with the overall economLc development <br />program to~ be prepared by the cities of Portsmouth and No~folk. <br /> <br /> NOW, THEREFOREi BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia: <br /> <br /> 1. That there is hereby established a committee to be <br />known as the Overall Economic Development Program Committee to <br />serve in an advisory capacity to the City Managers of the City <br />of Portsmouth and the City of Norfolk in connection with the <br />overall economic development program which is to be prepared <br />for submission to the Economic Development Administration of <br />the United States Department of Commerce. <br /> <br /> <br />
