This new code of the
City of Portsmouthc Virginia (1988) replaces the 1973 code and
it is believed ~hat the efforts undertaken have resulted in a
Code of Ordinances which will make the active law of.the City
readily accessible to all citizens and which will be a valuable
tool in the day-to-day administration of the City's affairs.
The City Attorney assures me that there are no substitutive
changes and that all changes are of an indexing, editorial
nature.

The publication of the 1988 Code was under the direct
supervision of Robert D. Usury, Vice President of the~Municipal
Code Corporation and Steven Lieberman, City Attorney for the
City of Portsmouth. Credit is gratefully given to the City
Attorney's staff whose sincere interest and able assistance
throughout the recodification project resulted in its suc-
cessful completion. Specific credit must be given to the City
Attorney's Legal Analyst Renae L. Futrell who had direct
coordination responsibility to ensure successful completion of
this project.

In the coming weeks the Municipal Code Corporation,
working in conjunction with Sheila P. Pittman, City-Clerk, will
take the necessary steps to ensure the distribution of the
codes so that same will be readably accessible for use as the
law governing the City of Portsmouth.

I, therefore, recommend that City Council adopt the
enabling legislation which has been prepared by the City
Attorney to be effective May 11, 1989, at which time the Code
of the City of Portsmouth (1988) will be deemed effective.
