This new code of the <br />City of Portsmouthc Virginia (1988) replaces the 1973 code and <br />it is believed ~hat the efforts undertaken have resulted in a <br />Code of Ordinances which will make the active law of.the City <br />readily accessible to all citizens and which will be a valuable <br />tool in the day-to-day administration of the City's affairs. <br />The City Attorney assures me that there are no substitutive <br />changes and that all changes are of an indexing, editorial <br />nature. <br /> <br /> The publication of the 1988 Code was under the direct <br />supervision of Robert D. Usury, Vice President of the~Municipal <br />Code Corporation and Steven Lieberman, City Attorney for the <br />City of Portsmouth. Credit is gratefully given to the City <br />Attorney's staff whose sincere interest and able assistance <br />throughout the recodification project resulted in its suc- <br />cessful completion. Specific credit must be given to the City <br />Attorney's Legal Analyst Renae L. Futrell who had direct <br />coordination responsibility to ensure successful completion of <br />this project. <br /> <br /> In the coming weeks the Municipal Code Corporation, <br />working in conjunction with Sheila P. Pittman, City-Clerk, will <br />take the necessary steps to ensure the distribution of the <br />codes so that same will be readably accessible for use as the <br />law governing the City of Portsmouth. <br /> <br /> I, therefore, recommend that City Council adopt the <br />enabling legislation which has been prepared by the City <br />Attorney to be effective May 11, 1989, at which time the Code <br />of the City of Portsmouth (1988) will be deemed effective. <br /> <br /> <br />
