Gregory Thomas, <br />the meeting wi~h prayer, <br />the Flag. <br /> <br />Pastor of First Baptist Church, opened <br />follo3wed by the~Pledge of Allegiance to <br /> <br />Mayor Webb welcomed all visitors in attendance. <br /> <br /> Motion of Mr. Simpson a~d seconded byMrs. Lucas~ minutes <br />of a called meeting of February 28, 1989; minutes of a regular <br />meeting of February,28, 2959, to be approved as received, and <br />was adopted by unanimous vote. <br /> <br /> 89-100 -Presentations of Proclamations for "Young-Audiences <br />Week" to Shirley Jiral, Young Audience of Va. Inc~ "American Red <br />Cross Month" %o Ira Price and Robert S. B. Ossman, Executive <br />Director American Red Cross, Portsmouth Chapter; "Youth Art Month" <br />to Michelle Sunnucks, student, Churchland High School. <br /> <br /> 89-101 - Presentations of Certificates of Appreciation for <br />service on Boards and Commissions were made to the following: <br />Sherry Parker and Clara Jones, Long Term Care Coordinating <br />Commission; and R. Lawrence Howes and Will M. Quinn, Jr., Craney <br />Island Study Commission; and Robert Ricks, Museum and Fine Arts <br />Commission. <br /> <br />UNFINISHED BUSINESS <br /> <br /> 89-80 - Motion to <br />appointing viewers for <br />the Regular Meeting of <br /> <br />remove from the table a resolution <br />the closing of Redwood Avenue. (Tabled at <br />February 28, 1989) <br /> <br /> Motion of Mr. Hawks and seconded by Mr. Simpson to remove <br />the item from the table, and was adopted by unanimous vote. <br /> <br /> On motion of Mrs. Lucas and seconded by Mr. Hawks, the <br />following resolution was adopted and by the following vote: <br /> <br />"A RESOLUTION APPOINTING VIEWERS FOR TBE CLOSING OF REDWOOD <br />AVENUE. <br /> <br /> ~EREAS, Marina Properties, Inc. and Sinclair Telecable, Inc. <br />have made application to vacate, close and discontinue the <br />hereinafter-described Redwood Avenue, and it appearing that Notice <br />of Application and Request for Appointment of Viewers has been <br />advertised as required bylaw. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that Richard D. Ottavio, Melville A. <br />Bunting, Lee Batts, Casey Lavender, and Roy Leinhart be appointed <br />viewers and that James V. McGehee and Robert McCurdy, be appointed <br />alternate viewers in the event one of the preceding viewers fails <br />to participate, said viewers to view the hereinafter-described <br />street and to report to this Council in writing whether in their <br />opinion any~ and if any what, inconvenience would result in <br />vacating and closing the following: <br /> <br /> <br />
