398 <br /> <br />March 28, 1989 <br /> <br />Further consideration of the regional jail <br />concept contingent upon the Southeastern Virginia <br />Planning District Commission's simultaneous <br />investigation of any Yeile~ant legal--pursuits ih <br />conjunction with the City Attorney's Offic~ . <br /> <br /> Accordingly, a motion is needed to authorize the actions <br />recommended above to include an appropriation of $80,000 from <br />the Capital Improvement Fund for the modular jail unit, as well <br />as authorization to use emergency purchasing procedures." <br /> <br /> James N. Garrett, Jr., 5237 Lake Circle, spoke~in <br />opposition of purchasing a modular jail unit, and in support of <br />the construction of a new jail. <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Simpson to <br />approve the following ordinance as amended and was approve on <br />first reading, by unanimous vo~e .... <br /> <br /> "AN ORDINANCE TO APPROPRIATE $97,500 FROM THE CAPITAL <br /> IMPROVEMENT FUND FOR THE PURCHASE OF ONE MODULAR JAIL <br /> UNIT TO ACCOMMODATE-THIRTY-TWO INMATES~" <br /> <br /> On motion of Mr. Gray and seconded by-Mr. Bar~es, to <br />declare that it is in the best interest of the City to purchase <br />a Modular Jail Uni~twithout~th~<use~of sealed bids or <br />competitive negotiations, and was adopted by unanimous vote. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Barnes, to <br />encourage the City Manager and Staff to'-co~tinue to work with <br />the Sheriff's Department to find an immediate solution rather <br />than dragging this thing out long t'erm and'also make the <br />recommendation the Manager and the Sheriff's Department apply <br />for any State funding that would be available to assist in this <br />project, and was adopted by unanimous vote. <br /> <br /> Motion of Mr. Barnes and seconded' by Mr. <br />following resolution' requesting State to pay <br />cost, was adopted, and by the following vote: <br /> <br />Hawks, the <br />one-half of the <br /> <br />"A RESOLUTION AUTHORIZING THE CITY~5~NAGER TO SUBMIT AN <br />APPLICATION FOR FINANCIAL ASSISTANCE TO THE STATE BOARD OF <br />CORRECTIONS; <br /> <br /> WHEREAS, the Council of the City of Portsmouth is <br />confronted with the need to alleviate the severe overcrowding <br />in the City Jail; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth has <br />considered numerous options for both short and long term relief <br />of the situat'ion; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth has <br />determined that there ~s an immediate need for a modular jail <br />unit to accommodate thirty-two (32) inmates; and <br /> <br /> WHEREAS, the cost of the modular jail unit to accommodate <br />thirty-two (3~2) prisoners and the furnishings for same is <br />$97,500; and <br /> <br /> WHEREAS, the Virginia State Board of Corrections has <br />financial assistance available to localities which are <br />addressingneeds resulting from~jail overcrowding and providing <br />financial assistance of up to fifty (50) per'cent of the cost <br />thereof,: <br /> <br /> <br />
