399 <br /> <br />March 28, 1989 <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the. Council of the City of <br />Portsmouth, Virginia, that it requests the State Board of <br />Corrections to provide financial assistance to the City in meeting <br />its jail needs and authorizes the City Manager to submit an <br />application and to execute any documents as may be required in <br />order to participate in this financial assistance program." <br /> <br />Ayes: Barnes, Corprew, Gray, Hawks, Lucas, Simpson, Webb <br />Nays: None <br /> <br /> 89-124 - Letter from the City Manager recommending adoption <br />of a resolution authorizing the City Manager to convey property to <br />the Commonwealth of Virginia, Department of Transportation, for <br />the widening of state route 604, Pitchkettle Road, in Suffolk. <br /> <br /> "The Virginia Department of Transportation wishes to acquire <br />a strip of watershed property which fronts Pitchkettle Road (State <br />Route 604) in Suffolk to allow widening this route's two lanes to <br />a safe width. The total sale would encompass a strip 1,889 feet <br />long with varying width with a total area of 1.545 acres. VDOT <br />has agreed to pay the City $11,027.00 for this property which is <br />above its assessed value of $2,000.00 per acre and its market <br />value of $3,000.00 per acre (source Suffolk City Assessor's <br />Office). <br /> <br /> I recommend that City Council adopt this resolution and <br />approve the sale of the property." <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Hawks, the following <br />resolution was adopted and by the following vote: <br /> <br />"A RESOLUTION AUTHORIZING THE CITY MANAGER TO CONVEY <br />TO THE COMMONWEALTH OF VIRGINIA, DEPARTMENT OF <br />TRANSPORTATION, FOR THE WIDENING OF~STATE ROUTE 604, <br />PITCHKETTLE ROAD, IN SUFFOLK. <br /> <br />PROPERTY <br /> <br /> WHEREAS, the Virginia Department <br />requested that the City of Portsmouth <br />described property for the purpose of <br />Pitchkettle Road, in Suffolk; and <br /> <br />of Transportation has <br />convey certain hereinafter <br />widening State Route 604, <br /> <br /> WHEREAS, the Virginia Department of Transportation <br />to pay the sum of Eleven Thousand Twenty Seven Dollars <br />($11,027.00) for said property; and <br /> <br />has agreed <br /> <br /> WHEREAS, the Virginia Department of Transportation has <br />installed certain erosion and sedimentation facilities as <br />requested by the City of Portsmouth to protect the Lake Meade <br />Reservoir. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the City Manager be, and he hereby <br />authorized to convey the hereinafter described property to the <br />Commonwealth of Virginia, Department of Transportation, for the <br />widening of State Route 604, Pitchkettle Road, in Suffolk, to-wit: <br /> <br /> <br />
