<br />June 8.2010 <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A MARINE <br />SAFETY AND SECURITY ZONES MEMORANDUM OF AGREEMENT BETWEEN <br />THE CITY OF PORTSMOUTH AND THE U.S. COAST GUARD. <br /> <br />WHEREAS, for over three years, the Portsmouth Police Department as well as <br />other law enforcement agencies throughout the Hampton Roads Port region has <br />entered into Maritime Safety and Security Zone Law Enforcement Memoranda of <br />Agreement arrangements with the U.S. Coast Guard to authorize inter-jurisdictional <br />assistance, cooperation and enforcement action specifically in the port domain. <br /> <br />WHEREAS, the City and the Coast Guard propose to enter into a new marine <br />safety and security zones memorandum of agreement that will renew the terms of <br />previous agreements that have now expired. <br /> <br />NOW THEREFORE BE IT RESOLVED by the Council of the City of Portsmouth, <br />Virginia that the City Manager is hereby authorized to execute a Memorandum of <br />Agreement, in a form substantially similar to Exhibit 1 attached hereto, with the United <br />States Coast Guard to authorize inter-jurisdictional assistance, cooperation, and <br />enforcement action in the ports areas. <br /> <br />BE IT FURTHER RESOLVED that the City Manager is further authorized to <br />enter into similar memoranda for the same purpose with the Coast Guard in the future <br />without the necessity of further City Council approval if he deems said memoranda to be <br />in the best interest of the City of Portsmouth." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 287 - Adoption of a resolution authorizing a lease renewal with the Portsmouth <br />Humane Society. Vision Principle: Pride of Past, Promise of Future. <br /> <br />Background: <br />. Portsmouth is required by law to operate an animal shelter. By written <br />agreement, the Portsmouth Humane Society has been providing this service for the <br />City. The present agreement expires June 30. This resolution authorizes a renewal. <br /> <br />Discussion: <br />. The renewal will be for a five-year period. <br />. The City's payment will be slightly reduced. Other terms of the agreement are <br />unchanged. <br />. The five-year may enable the Humane Society to obtain financing to construct an <br />improved animal shelter. <br /> <br />Financial Impact: <br />. Having the Human Society provide these services will be significantly less costly <br />than if the City had to provide the services in-house. The estimated saving exceeds <br />$100,000 per year. <br /> <br />Recommended Action: <br />. Adoption of the resolution is recommended.
