For the last three (3)+ years, the Portsmouth Police Department as well as other law enforcement agencies throughout the Hampton Roads Port region have entered into Maritime Safety and Security Zone Law Enforcement Memorandums of Agreement arrangements with the US Coast Guard to authorize inter-jurisdictional assistance, cooperation and enforcement action specifically in the port domain. The proposed agreement merely renews prior agreements due to expiration of previous iteration(s). Purpose: . The purpose of this agreement is to set forth the framework and procedures by which the United States Coast Guard (USCG) through the Captain of the Port (COTP) Hampton Roads, will work together with the City of Portsmouth, under the supervision of the Chief of Police, to enhance the safety and security of waters within their respective jurisdictions, through the cooperative enforcement of maritime safety and security zones that are created by the Coast Guard under the authority of the Magnusson Act, as codified at 50 U.S.C.S 191.
