<br />June 8.2010 <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $32,000 FROM THE <br />VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING <br />SAID FUNDS IN THE FY 2009-2010 GRANTS FUND FOR SUPPORT OF THE <br />PORTSMOUTH CITIZENS CORPS PROGRAM." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 284 - Adoption of an ordinance accepting a grant in the amount of $70,216.66 from <br />the Virginia Department of Emergency Medical Services and appropriating said funds in <br />the FY 2009-2010 Grants Fund to be used for emergency medical services equipment, <br />supplies, and training. Vision Principle: Bold New Directions. <br /> <br />Background: <br />. The Four for Life program, as amended in 2000, stipulates that four additional <br />dollars be charged and collected at the time of registration of each passenger vehicle, <br />pickup and panel truck. <br />. The funds collected, pursuant to Section 46.2-694, Code of Virginia, shall be <br />used only for emergency medical services. <br /> <br />Discussion: <br />. This grant allows for the purchase of necessary equipment and supplies In <br />support of the Department of Fire Rescue's medical service delivery. <br />. This funding source also allows for the training of department members. <br /> <br />Financial Impact: <br />. No Grant Match required. <br /> <br />Staff Recommends: <br />. Adoption of proposed ordinance. Vision Principle: Bold New Directions. <br /> <br />Next Steps: <br />. Purchase EMS equipment (i.e. cardiac monitors), supplies and training in support <br />of department operations. <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $70,216.66 FROM THE <br />VIRGINIA DEPARTMENT OF EMERGENCY MEDICAL SERVICES AND <br />APPROPRIATING SAID FUNDS IN THE FY 2009-2010 GRANTS FUND TO BE USED <br />FOR EMERGENCY MEDICAL SERVICES EQUIPMENT, SUPPLIES, AND <br />TRAINING." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 285 - Adoption of an ordinance appropriating $850,000 in the FY 2009-2010 <br />General Fund in funds received in a settlement with the Southeastern Public Service <br />Authority for unpaid payments in lieu of taxes. Vision Principle: A Robust and <br />Prospering Economy. <br /> <br />Background: <br />. Approximately a year ago, the City determined that SPSA owed a service charge <br />for its tax-exempt property in Portsmouth. SPSA took a contrary position. SPSA had <br />never previously been billed for, or paid a service charge. The matter went to court and <br />has now been settled for a compromise amount. <br />. The terms of the settlement are that SPSA will pay Portsmouth $850,000 in <br />settlement of all past and possible future PILOT charges. <br />
