<br />June 8.2010 <br /> <br />At a Regular Meeting of the City Council on Tuesday, June 8, 2010, there were <br />present: <br /> <br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst, <br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith, <br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman. <br /> <br />Reverend Larry Ugarte' opened the meeting with prayer, which was followed the <br />Pledge of Allegiance to the Flag. <br /> <br />Mayor Holley called the meeting to order and welcomed all in attendance. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Randall, to approve the minutes of a <br />Called Meeting of May 24, 2010, of a Called Meeting of May 25, 2010, of a Regular <br />Meeting of May 25,2010, and of a Called Meeting of June 1,2010, and was adopted by <br />the following vote: <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />10 - 283 - Adoption of an ordinance accepting a grant in the amount of $32,000 from the <br />Virginia Department of Emergency Management and appropriating said funds in the FY <br />2009-2010 Grants Fund for support of the Portsmouth Citizens Corps Program. Vision <br />Principles: Lifelong Learning Community and Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Background: <br />. The Virginia Department of Emergency Management has awarded the City of <br />Portsmouth $32,000 in the 2008 Citizen Corps Program (CCP). <br />. The Citizen Corps Program has joined the Federal Emergency Management <br />Agency (FEMA) as part of the National Preparedness Directorate. The mission of the <br />Citizen Corps is to bring "community and government leaders together to involve <br />community members in all-hazards emergency preparedness, planning, mitigation, <br />response and recovery. " <br />. The Citizen Corps Program is coordinated through Portsmouth's Local <br />Emergency Planning CommitteelCitizen Corps Council and includes the following <br />programs: Community Emergency Response Teams (CERT), Neighborhood Watch, <br />Medical Reserve Corps and the Portsmouth Amateur Radio Emergency Services <br />(PARES). <br /> <br />Discussion: <br />. These grant funds will be used to acquire additional supplies and equipment and <br />to provide training to ensure the future of the CERT, Neighborhood Watch, MRC, and <br />PARES programs. <br />. All expenditures must qualify under the grant conditions. <br /> <br />Financial Impact: <br />. This grant requires no local cash match. <br /> <br />Staff Recommends: <br />. Adoption of proposed ordinance. Vision Principles: Life Long Learning <br />Community and Thriving Neighborhoods and a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Move forward to achieve grant goals. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br />
