White, 468 Investors Place, Virginia Beach, <br />representing Biltmore Commons Associates, spoke in opposition <br />of the Resolution disapprovin~ V~DA funding. Mr. White <br />indicated that they-~ould apply for%Formula B - Forty percent <br />of the units must'~b~ occupied b~ individuals with incomes of <br />60% or less of the area median ~s adjusted for family size. <br /> <br /> Motion of Mr. Simpson and seconded by Mrs. Lucas, the <br />following resolution was adopted and b~ the following vote: <br /> <br /> Motion of Mr. Barnes and seconded by Mr. Simpson, to <br />s~spend the rules to allow Mr. White to speak again to further <br />explain Formula B funding. ~ <br /> <br /> "A RE~OLUTION~DISAPPROVING FINANCING BY THE VIRGINIA~ <br /> HOUSING DEVELOPMENT AUTMORITY FOR A PROPOSED MULTI-FAMILY <br /> RESIDENTIAL HOUSING DEVELOPMENT CALLED "BILTMORECOMMONS" <br /> TO BE SITUATED ON ELLIOTT AVENUE APPROXIMATELY ONE <br /> THOUSAND FEET WEST OF FFREDERICK~BOULEVARD. <br /> <br /> W~EREAS, T~e ~irginia Housing Development Authority <br />("VHDA") in accordance with §36~55.39_(B) of the Code-of <br />Virginia, 1950, as amended, has notified the City of Portsmouth <br />that it is considering the financing of a multi-family <br />residential housing development consisting of approximately <br />eighty-nine (89)~units of non-subsidized housing to be financed <br />under the VirgiDia Housing Development Authority's Conventional <br />Multi-Family Loan Program, to be situated on approximately 5.89 <br />acres, one thousands(t000] feet west of Frederick Boulevard on <br />Elliott Avenue in the City of Portsmouth, such development <br />having been designated as ~ltmore Commons"; and <br /> <br /> WHEREAS, Section 36-55.39 (B) provides that ~DA shall, <br />prior to the approval of financing of new construction of any <br />proposed multi-family residential.housing development, find <br />that the governing body of the locality in which such housing <br />development is to-be located has not, within~sixty (60) days <br />after written notification of the proposed financing, <br />certified to VHDA in writing its disapproval of the proposed <br />multi-family residential housing development; and <br /> <br /> <br />
