411 <br /> <br />~1 i1, 1989 <br /> <br /> WHEREAS, the Council of the City of Portsmouth has considered <br />the d~velopment proposal. <br /> <br /> NOW, THEREFORE~ BE IT RESOLVED that the Council of the City <br />of Portsmouth in accordance with Virginia Code Section 36-55.39 <br />(B) expresses'to the Virginia'Housing Development Authority its <br />disapproval of the proposed multi-family residential housing <br />development called "Biltmore Commons" as described above. <br /> <br /> BE IT FURTHER RESOLVED that the Mayor is authorized to issue <br />a Certification of Disapproval on behalf of the City Council to <br />the Virginia Housing Development Authority." <br /> <br />Ayes: Barnes, Corprew, Gray, Hawks, Lucas, Simpson, Webb <br />Nays: None <br /> <br />- REPORTS FROM THE CITY MANAGER~- <br /> <br /> 89-144 - Letter from the City Manager recommending adoption <br />of an~ordinance to appropriate $100,000 from the Capital <br />Improvement Fund for miscellaneous repairs and renovations to the <br />Portsmouth Public School Facilities. <br /> <br /> "The 1988-93 Capital Improvement Plan authorizes $100,000 in <br />1988-89 for Miscellaneous School Renovations. This project is <br />intended to provide funds for needed repairs and renovations to <br />school buildings. <br /> <br /> On March 16, 1989, the School Board adopted a resolution <br />requesting the City Council to appropriate the authorized f~nds. <br />The work to be done includes installation of emergency lighting at <br />Cradock and I. C. Norcom High Schools, replacement of windows at <br />Highland Biltmore Elementary School, and partiai replacement of <br />the roof at Westhaven Elementary-School.' These projects, are <br />designed respectively to enhance safety during emergencies, to <br />conserve energy and enhance personal comfort, and to prevent water <br />damage. <br /> <br /> This request is in accordance with the~approved_Capital <br />Improvement Plan, and I therefore recommend the appropriation o~ <br />$100,000 from the Capital Improvement Fund. <br /> <br /> On m6tion of Mr. Gray and seconded by Mr. Hawks, the <br />following ordinance was approved on firs{:reading, and'by <br />unanlmous~vote~ <br /> <br /> "AN ORDINANCE TO APPROPRIATE $100,000 FRO~ THE CAPITAL <br /> IMPROVEMENT FUND FOR MISCELLANEOUS REPAIRS AND RENOVATIONS <br /> TO THE PORTSMOUTH PUBLIC SCHOOL FACILITIES." <br /> <br /> 89-145 Letter from the City Manager recommending adoption <br />of an ordinance to appropriate $111,000 from the Publi~ Utilities <br />Capital Improvement Fund for the George Washington Highway <br />Utilities Project, Phase I. <br /> <br /> <br />
