<br /> 89-163 Letter.from the City Manager recommending, adoption
<br />a resolution authorizing the City Manager.to, convey an easement t¢
<br />Virginia Power Company for relocation of electric power lines and
<br />poles on the southside of State Route 604, Pitchkettle Road, in
<br />Suffolk.
<br />
<br /> "In connection with the widening of State Route 604,
<br />Pitchkettle Road, in Suffolk, Virginia Power Company has requeste¢
<br />that the City' grant an easement for relocation of existing power
<br />lines and Doles. The Director of Public Utilities has reviewed
<br />this request and indicated his approval.
<br />
<br /> I recommend adoption of the resolution~authorizing the
<br />conveyance of this easement to Virginia Power'Company."

<br /> Motion of Mrs. Lucas and~,seconded by Mr.. Simpson, the
<br />following resolution was adopted on first and final reading, and
<br />by, the following vote:

<br /> WHEREAS, the Virginia Department of Transportation has
<br /> approved a project to widen State Route 604 in ~,uffotk~; and

<br /> WHEREAS, said p~oject.-~equires the loc.atio~ of certain power
<br />lines and poles of Virginia Power Company; and
<br />
<br /> W~HEREAS, virginia Power Company has requested that the City
<br />grant an easement for the relocat~ion of the power ~lines and poles
<br />
<br /> NOW, THEREFORE, BE IT RESOLVED by the Council of tke City of
<br />Fortsmouth, Virginia,, that..the City Manager be, ~nd hereby ~s-,
<br />authorized to convey an easement to~ Virginia Po~er Company fpr
<br />relocation ~of electric power~ lines -and po~es, on the southsid~ of
<br />State Route 604, Pitchket~e Road, in SuffolK, ~as shown on that.

<br />Development Authority for a proposed Multi-Family residential
<br />housing development called ,~estwinds Apartments, P~ase II", to b~
<br />situated on Gatewa~ Drive.

<br /> "Mayor Gloria O. Wsbb has received from the Virginia Housing
<br />Development Authority notification tha~ VHDA 'is cons~derl g the
<br />financing of approximately one hundred twenty:sunits of rental
<br />housing designated as "Westwinds Apartments, Phase II", to. be
<br />located on approximately 10.6,1 ~cr~s on Gatew. a~: Dr~ve.

<br /> This project requxres a rezoning and the issuance of a group
<br />housing permit and both'items were referred back to the Planning
<br />Commission by unanimous vote at your meeting .of. March 28, 1989.

<br /> Accordingly, since the proposed rezon~ng .and group housing
<br />project, are prerequisites: for the constructio~ of<the project,
<br />approval by this Council of ~he financing for~same would appear t¢
<br />be premature. Accordingly, I would recommend adoption of the
<br />Resolution prepared by the Cit~ Attorney opposing VHDA financing
<br />for '~estwinds Apartments, Phase II"."
