428 <br /> <br />A~ril 25, ~989 <br /> <br /> Motion of Mr. Gray and seconded by Mr. Hawks, the <br />following resolution was adopted on first and final reading, <br />by the following vote: <br /> <br />and <br /> <br /> "A RESOLUTION DISAPPROVING FINANCING BY THE VIRGINIA <br />HOUSING DEVELOPMENT AUTHORITY FOR A PROPOSED MULTI-FAMILY <br />RESIDENTIAL HOUSING DEVELOPMENT~CALLED "WESTWINDS APARTMENTS, <br />PHASE II", TO BE SITUATED ON GATEWAY DRIVE. <br /> <br /> WHEREAS, the Virginia Housing D~velopment Authority (VHDA) <br />in accordance with ~36-55.39 (B) of the Code of Virginia, 1950, <br />as amended~ has notif~ied the City of Portsmouth that it is <br />considering the ~inahcing of a multi-family residential housing <br />development consisting of approximately one hundred twenty (120) <br />units of non~s~bsadized housing to be financed under the <br />Virginia Housing Development Authority's-Conventional <br />Multi-Family Loan Program to be situated on approximately 10.61 <br />acres on Gateway Drive directly across from Westwinds <br />Apartments, su~h~development having been designated as <br />"WeStwin~s Apartments, Phase II"; and <br /> <br /> WHEREAS, ~36.55.39 (B) provides that VHDA shall, prior-to <br />the approval of financing of new construction of any proposed <br />multir~amily residential housing development, find that the <br />governin9 body of the locality in which Such housing development <br />is to be located has not, within sixty (60) days after written <br />notification of the proposed financing, certified to VHDA in <br />writin~ its disapproval of the proposed multi-family residential <br />housing development; and <br /> <br /> WHEREAS, the proposed houslng development designated <br />"Westwinds Apartments, Phase II" has not obtained necessary <br />zoning approvals i~ accordance with the Zoning Ordinance of the <br />City of Portsmouth, Virginia as codified in Chapter 40 of the <br />Cod~ of the City of Portsmouth, Virginia, 1973, as amended; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth has <br />considered the financing proposal under the circumstances <br />present here~n. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Portsmouth, Virginia, in accordance with the Virginia <br />Code ~36-55.39 (B) expresses to the Virginia Housing Development <br />Authority its disapproval of the proposed multi-family <br />residential housing development Called "Westwinds Apartments, <br />Phase II" as descr!ibed above. <br /> <br /> BE IT FURTHER~RESOLVED that the Mayor is authorized to <br />issue a Certification of Disapproval on behalf of the City <br />Council to the Virginia Housing Development Authority." <br /> <br />Ayes: Barnes, Corprew, Gray, Hawks, Lucas, Simpson, Webb <br />Nays: None <br /> <br /> 89-165 Letter from the City Manager recommending adoption <br />of a resolution establishing a schedule for consideration by the <br />City Council of the 1989-90 Operating Budget, the imposition and <br />levying of taxes and fees for the purpose of raising revenue for <br />the support of Governmental operations and the public schools. <br /> <br /> "As you are aware, I will be submitting my budget <br />recommendation to you at a Work Session on Tuesday, April 25, <br />1989 at 4:30 p.m., ~n the City Council Chambers. Subsequent <br />meetings will be necessary for the Council to review, and <br />consider the budget. Therefore, I am recommending that the City <br />Council adopt a resolution to set the dates and times of these <br /> <br /> <br />
