Au.qust 22, 2000 - City Manager's Report - 00 - 207 - Adoption of a resolution to the Virginia Department of Transportation (VDOT) recommending approval of the location and design features for the Clifford Street project, including replacement of the bridge and improving the roadway from City Park Avenue to Powhatan Avenue, and requesting that VDOT acquire the necessary right-of- way. Recommendation: · Adoption of a resolution to the Virginia Department of Transportation (VDOT) recommending approval of the location and design features for the Clifford Street project, including replacement of the bridge and improving the roadway from City Park Avenue to Powhatan Avenue, and requesting that VDOT acquire the necessary right of way. Purpose and Need: · To finalize plans and begin construction of the project it is necessary that City Council approve the design features as presented at the Public Hearing held on May 24, 2000. Financial Impact: · The City will be responsible for 2% of the total cost of the project presently estimated at approximately $2.1 million. 1. Mark Geduldig-Yatrosky, 363 Middle Street, spoke in support to approve this item. Motion by Mr. Moody, and seconded by Mr. Pitts, to adopt the following resolution, and was adopted by the following vote: "A RESOLUTION APPROVING THE LOCATION AND MAJOR DESIGN FEATURES OF THE PROPOSED CLIFFORD STREET PROJECT. WHEREAS, after due and proper notice, a Location and Design Public Hearing was conducted on May 24, 2000, in the City of Portsmouth, Virginia, by representatives of the Commonwealth of Virginia Department of Transportation for the purpose of considering the proposed location and design of the Clifford Street Project, U000-124- 112, PE-101, RW-201, C501, B601, in the City of Portsmouth, at which hearing aerial photographs, drawings and other pertinent information were made available for public inspection in accordance with state and federal requirements; and WHEREAS, all persons and parties in attendance were afforded full opportunity to participate in said public hearing; and WHEREAS, representatives of the City of Portsmouth were present and participated in said hearing; and WHEREAS, the City Council had previously requested the Commonwealth of Virginia Department of Transportation to program this project; and WHEREAS, the City Council has considered all such matters. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth that it hereby approves the location and major design features of the proposed project as presented at the Public Hearing; and BE IT FURTHER RESOLVED that the City of Portsmouth requests the Commonwealth of Virginia Department of Transportation to acquire all rights of way necessary for this project and to convey said rights of way to the City at the appropriate time.
