Draft and advertise a solicitation for a Traffic Engineering Annual Services <br />contract using revised contracting limits and draft future contracts using the revised <br />limits. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND SECTION 12-278 OF CHAPTER 12 OF THE CODE OF <br />THE CITY OF PORTSMOUTH, VIRGINIA (2006) PERTAINING TO THE AUTHORITY <br />OF THE PURCHASING ADMINISTRATOR TO NEGOTIATE FOR PROFESSIONAL <br />SERVICES." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 258 - Adoption of an ordinance appropriating $3,244,800 in the FY 2009-2010 <br />General Fund in monies provided by the Federal Highway Administration and the <br />Virginia Department of Transportation for eight urban system highway projects to <br />upgrade the traffic signals and construct safety related improvements. Vision <br />Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The City Council adopted Resolutions R-10-09 and R-1 0-1 0 on March 23, 2010 <br />requesting VDOT to establish a total of eight Highway Safety Improvement Program <br />(HSIP) Proactive Safety projects for improvements at the intersections listed above and <br />authorizing the City Manger to sign two agreements with VDOT allowing the city to <br />administer these projects. <br /> <br />Discussion: <br />. Improvements to these intersections include rechannelization of traffic lanes, <br />improved signage and pavement markings, installation of sidewalks and pedestrian <br />accommodations, and traffic signal upgrades. <br /> <br />Financial Impact: <br />. None. The cost of these projects will be borne totally by VDOT; no matching <br />funds are required. <br /> <br />Staff Recommends: <br />. Adopt an ordinance appropriating $3,244,800 in Federal Highway Administration <br />and Virginia Department of Transportation (VDOT) provided funds for eight urban <br />system highway projects to upgrade the traffic signals and construct safety related <br />improvements at the intersections of Effingham Street/High Street ($395,700), Elm <br />AvenuelCounty Street ($396,400), High Street/Tyre Neck Road ($566,500), Victory <br />BoulevardlElmhurst Lane ($453,800), Airline BoulevardlGreenwood DrivelHodges Ferry <br />Road ($581,400), George Washington HighwayNictory Boulevard ($400,600), George <br />Washington HighwaylElm Avenue ($206,400) and High Street/Cedar Lane ($244,000). <br />Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Issue a task-order to the city's traffic engineering consultant to design the <br />intersection upgrades and draft construction contract bid packages. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING $3,244,800 IN THE FY 2009-2010 GENERAL FUND <br />IN MONIES PROVIDED BY THE FEDERAL HIGHWAY ADMINISTRATION AND THE <br />VIRGINIA DEPARTMENT OF TRANSPORTATION FOR EIGHT URBAN SYSTEM <br />HIGHWAY PROJECTS TO UPGRADE TRAFFIC SIGNALS AND CONSTRUCT <br />SAFETY RELATED IMPROVEMENTS." <br />
