<br />May 25. 2010 <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 259 - Adoption of an ordinance authorizing the transfer of $300,000 from the FY <br />2009-2010 General Fund to the FY 2009-2010 Capital Improvements Fund for the <br />purpose of renovating certain fire stations. Vision Principle: Thriving Neighborhoods <br />and a Sense of Community. <br /> <br />Background: <br />. The Department of Fire Rescue and Emergency Services obtained architectural <br />plans for modification to certain existing fire stations in order to make them compliant <br />with the Americans with Disabilities Act (ADA) and to address certain gender separation <br />problems. <br />. Currently, Fire Stations # 7 and 10, located on Victory Boulevard and Winchester <br />Drive respectively, do not have bathrooms or bunkrooms that will appropriately <br />accommodate both genders. The situation can be remedied through modest <br />modificationslrenovations to the facilities. <br />. The Fire Department has extraordinary vacancy savings in FY10 which is the <br />source of the requested transfer to the Capital Improvement Program. <br /> <br />Discussion: <br />. The Department of Fire Rescue and Emergency Services operate eight Fire <br />Stations strategically located throughout the City of Portsmouth. In addition to housing <br />on-duty firefighters and fire personnel, these stations also serve as customer service <br />sites for the citizens of our community. At anytime a citizen can stop by one of our <br />customer service sites to request a blood pressure check, child safety seat inspection, <br />or general questions relating to public safety. These customer service sites need to be <br />able to accommodate the needs of the public as well as our employees. <br />. Approval of the transfer will result in renovations to Fire Stations # 7 and 10, <br />located on Winchester Drive and Victory Boulevard. <br /> <br />Financial Impact: <br />. No additional appropriation is necessary in order to accomplish this project. The <br />funding will be transferred from the Department of Fire Rescue and Emergency <br />Services FY 2010 operating budget to the CIP. <br /> <br />Staff Recommends: <br />. Adoption of an ordinance to approve the reallocation of $300,000 from FY2010 <br />Operating Budget to the CIP funds to renovate Fire Stations located on Winchester Dr. <br />and Victory Blvd. Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Move forward with the construction phase for the renovations to these 2 Fire <br />Stations. <br /> <br />1. Garland Alexander, 3400 Nelson Street, spoke in support of this item. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE AUTHORIZING THE TRANSFER OF $300,000 FROM THE FY 2009- <br />2010 GENERAL FUND TO THE FY 2009-2010 CAPITAL IMPROVEMENTS FUND <br />FOR THE PURPOSE OF RENOVATING CERTAIN FIRE STATIONS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 260 - Adoption of a resolution concerning elimination of the Social Security offset <br />requirements of the Portsmouth Supplemental Retirement System.
