Vision Principle: Bold New <br />Directions. <br /> <br />Background: <br />. The current city code requires competitive negotiations for professional services <br />(architecUengineer contracts) when the cost is expected to exceed $20,000. <br />. Section 2.2-4303 of the Code of Virginia allows public bodies to establish <br />purchasing procedures not requiring competitive negotiation for professional services <br />when the cost is not expected to exceed $50,000. <br />. The current city code allows contracting for architecturallengineering (AlE) <br />services for multiple projects provided the contract term is limited to one year, <br />renewable for two additional one-year terms; the sum of all projects performed in one <br />contract term doesn't exceed $1,000,000; and the fee of any single project doesn't <br />exceed $200,000. <br />. Section 2.2-4301 of the Code of Virginia allows any locality with a population in <br />excess of 80,000 to contract for AlE services for multiple projects provided the contract <br />term is limited to one year, renewable for four additional one-year terms; the sum of all <br />projects performed in one contract term doesn't exceed $5,000,000; and the fee of any <br />single project doesn't exceed $1,000,000. <br /> <br />Discussion: <br />. The city is projected to receive state and federal funds for the design highway <br />improvement projects, retiming of traffic signals and transportation planning initiatives <br />that exceed the limits of the current Traffic Engineering Annual Services contract. <br />. Adopting the contracting limits permissible by state code will allow the city more <br />flexibility in contracting for AlE services and greatly increase the number and size of the <br />Task Orders that can be procured under future annual services AlE contracts. <br /> <br />Financial Impact: <br />.
