<br />May 25. 2010 <br /> <br />10 - 255 - Adoption of an ordinance appropriating $7,865 in the FY 2009-2010 <br />Behavioral Healthcare Services Fund in McKinney-Vento Act Homeless Assistance <br />Incentive monies to be used by the Department of Behavioral Healthcare Services for <br />the program to assist in the transition from homelessness. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. Incentive performance payments are based upon the number of homeless <br />persons who are enrolled or connected to mainstream services with the assistance of <br />Behavioral Healthcare Services (BHS) Homeless Case Managers. <br /> <br />Discussion: <br />Funding is being provided to: <br />. Persons who are homeless or are in imminent danger of becoming homeless <br />according to the criteria outlined by The Department of Housing and Urban <br />Development (HUD) and are mentally ill. <br /> <br />Financial Impact: <br />. Estimated Revenue and Appropriation In the FY2010 Behavioral Healthcare <br />Fund Budget will be increased by $7,865.00. <br />. No local match funding is required. <br /> <br />Recommended Action: <br />. Adoption of an ordinance. Vision Principle: Thriving Neighborhoods and a Sense <br />of Community. <br /> <br />Next Steps Following Council Action: <br />. The Director will ensure that the budget action required to increase the total <br />appropriations and estimated revenues in Behavioral Healthcare Services by $7,865.00 <br />is processed immediately upon adoption of the ordinance. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING $7,865 IN THE FY 2009-2010 BEHAVIORAL <br />HEAL THCARE SERVICES FUND IN McKINNEY-VENTO ACT HOMELESS <br />ASSISTANCE INCENTIVE MONIES TO BE USED BY THE DEPARTMENT OF <br />BEHAVIORAL HEAL THCARE SERVICES FOR THE PROGRAM TO ASSIST IN THE <br />TRANSITION FROM HOMELESSNESS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 256 - Adoption of an ordinance appropriating $750 allocated by the Virginia <br />Department of Behavioral Health and Developmental Services to the Portsmouth <br />Department of Behavioral Healthcare Services to fund a portion of the cost for <br />obtaining guardianship for an individual with a diagnosis of Intellectual Disability. <br />Vision Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Department of Behavioral Health and Developmental Services (DBHDS) will <br />pay up to $750 per individual to fund a portion of the cost incurred to obtain <br />guardianship. <br /> <br />Discussion: <br />. DBHDS is committed to providing funds andlor services that will increase <br />individuals' ability to reside in the community andlor increase their ability to be <br />discharged from institutions and into community placements. <br />. Without guardianship, some individuals with Intellectual Disability are at risk of <br />institutionalization. Others, who are residing in institutions, may not be able to move into <br />the community until guardianship is obtained. <br />
