This project was first <br />identified in our April 1982 study titled "Water Transmission <br />Analysis'~ and its need was confirmed.by field t~sting~-and by <br />system computer simulation, this project is.~listed as fourth <br />in Cityw~ide.priority by our recently completed Infrastructure <br />Rehahill~ati~n'.Ptan~.~ ' '~'· '~ ....... ~ ~ <br /> <br /> The City's Public Utilities Director and staff and the <br />City's PurChasidg Agent have advertised' for professional design <br />services for this project ~and cond~cted~interviews ~f qualified <br />firms. Their unanimous selection was the firm of~Baldwin & <br />Gregg, Ltd. who have extensive experience in this work and who <br />have served Portsmouth well ih the pa~t in a variety~of · <br />assigr~men~s~' The' Director of Public Utilities' recommends <br />appropriation of $52,900 for design and related services~for <br />this project and ti%e execution of a contract with Baldwin & <br />Gregg~, Ltd.; for. this work. A grant in <br />the amount of $250,000 is to be used towards the $1.2 million <br />required for. r~placement of the sanitary sewers [~ the North <br />Truxtun nei~ghb~hood. This public improvement i~ part efa <br />larger pr~j'e~t 'to construct curb, gutte~r, storm ~r~inage and <br />new streets in North Truxtun. The multi-year PrOject ils <br />anticipated to cost in excess of $3 million and ~ill <br />significantly improve the quality of life for t~e~'citizens who <br />reside i~ ~h-is ~neighb0rhood. <br /> In order to ensure that we will receive tbi~ gra~t', it is <br />necessary ~hat a contract be executed with the Commonwe~alth of <br />Virginia. As City Council is aware, staff is W6~ing ~ith the <br />neighborhood to coordinate the project (bid nex~winter). <br /> <br /> · h <br /> The City Attorney's Office has reviewed t e~Sta%e <br /> contract.
