<br />89-216 Letter from the City Manager recommending adoption of
<br />an ordinance to appropriate $63,000 from the Comnna~i~y' ''-=
<br />Development Fund for the 1989 Community Development Program.
<br />
<br /> "Mr. G. william Thomas, Jr., Manager, Richmond Field
<br />Office, U. S. Department of Housing and Urban Development
<br />officially notified me by letter on April 20, 1989, that the
<br />City of Portsmouth's FY 1989 entitlement has been incceased by
<br />$63,000. At your December 8, 1988 Council meetin~ you
<br />appropriated $1,541i000 for the City's FY 1989 Community
<br />Development Elock Grant Program (CDBG); I am now recommending
<br />that you appropriate the additional $63,000 awarded in the
<br />Community Development fund, thus bringing our total award from
<br />the U. S. Department of Housing and Urban Development for FY
<br />1989 to $1,604,000.
<br />
<br /> HUD guidelines allow City Council to zncrease funding
<br />levels for approved programs. It has been City Council's desire
<br />to provide'as much funding as possible for property acquisition,
<br />~nd as such, I would recommend that the additional $63,000 be
<br />targeted for land acquisition in the Crawford project area. The
<br />
