<br />April 13. 2010 <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 173 - Adoption of an ordinance accepting a one-time SAPT Block Grant in the <br />amount of $2,500 from the Virginia Department of Behavioral Health and <br />Developmental Services and appropriating said funds in the FY 2009-2010 Behavioral <br />Healthcare Services Fund for use by the Portsmouth Department of Behavioral <br />Healthcare Services to provide prevention services for youth and families. Vision <br />Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. In an effort to address the budget challenges that all Prevention programs are <br />facing in FY2010, DBHDS identified a one-time funding plan. <br />. The one-time funds will address risk factors for youths served in the <br />communities. <br />. All funds must be expended by June 30, 2010. <br /> <br />Discussion: <br />. Prevention funding allows our department to assist and reduce prevalent risk <br />factors, including teenage pregnancy, violence Igang activity and high school drop out <br />rate. <br /> <br />Financial Impact: <br />. No local match funding is required. <br /> <br />Recommended Action: <br />. Adoption of an ordinance. Vision Principle: Thriving Neighborhoods and a Sense <br />of Community. <br /> <br />Next Steps Following Council Action: <br />. The Director will ensure that the funds are budgeted and utilized in FY10 to <br />provide prevention services. <br /> <br />Motion by Ms. Psimas, and seconded by Ms. Randall, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A ONE-TIME SAPT BLOCK GRANT IN THE AMOUNT <br />OF $2,500 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND <br />DEVELOPMENTAL SERVICES AND APPROPRIATING SAID FUNDS IN THE FY <br />2009-2010 BEHAVIORAL HEAL THCARE SERVICES FUND FOR USE BY THE <br />PORTSMOUTH DEPARTMENT OF BEHAVIORAL HEAL THCARE SERVICES TO <br />PROVIDE PREVENTION SERVICES FOR YOUTH AND FAMILIES." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 174 - Adoption of an ordinance appropriating in the FY 2009-2010 Behavioral <br />Healthcare Services Fund the sum of $2,250 allocated by the Virginia Department of <br />Behavioral Health and Developmental Services to the Portsmouth Department of <br />Behavioral Healthcare Services to fund a portion of the guardianship costs for three <br />individuals with diagnoses of intellectual disabilities. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Department of Behavioral Health and Developmental Services (DBHDS) will <br />pay up to $750 per individual to fund a portion of the cost incurred to obtain <br />guardianship. <br />
