DBHDS is committed to providing funds andlor services that will increase <br />individuals' ability to reside in the community andlor increase their ability to be <br />discharged from institutions and into community placements. <br />. Individuals with Intellectual Disability who are deemed incompetent to make <br />healthcare decisions and are at risk of institutionalization require guardianship relative <br />to their healthcare needs. <br /> <br />Financial Impact: <br />. No local match funding is required. <br /> <br />Recommended Action: <br />. Adoption of an ordinance. Vision Principle: Thriving Neighborhoods and a Sense <br />of Community. <br /> <br />Next Steps Following Council Action: <br />. If the requested appropriation is approved, the Director of DBHS will ensure <br />funds are properly disbursed and are used to fund up to $2,250 of the cost to obtain <br />guardianship for each individual. <br /> <br />Motion by Mr. Heretick, and seconded by Mr. Whitehurst, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE APPROPRIATING IN THE FY 2009-2010 BEHAVIORAL <br />HEAL THCARE SERVICES FUND THE SUM OF $2,250 ALLOCATED BY THE <br />VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL <br />SERVICES TO THE PORTSMOUTH DEPARTMENT OF BEHAVIORAL <br />HEAL THCARE SERVICES TO FUND A PORTION OF THE GUARDIANSHIP COSTS <br />FOR THREE INDIVIDUALS WITH DIAGNOSES OF INTELLECTUAL DISABILITIES." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 175 - Adoption of an ordinance appropriating $500 of Discharge Assistance Funds <br />allocated by the Department of Behavioral Health and Developmental Services to the <br />Portsmouth Department of Behavioral Healthcare Services and appropriating said funds <br />in the FY 2009-2010 Behavioral Healthcare Services Funds to provide services for <br />persons found not guilty by reason of insanity who reside in the city. Vision Principle: <br />Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. The Department of Behavioral Health and Developmental Services provide funds <br />on an annual basis to all Community Services Boards including BHS to serve persons <br />found Not Guilty by Reason of Insanity (NGRI) who have been discharged into the <br />community from a state institution. <br /> <br />Discussion: <br />. The Discharge Assistance funds are utilized for the ongoing management of <br />acquittees in the community to ensure compliance with treatment and court ordered <br />activities. <br /> <br />Financial Impact: <br />.
