<br />April 13. 2010 <br /> <br />10 - 171 - Public hearing on a street closure application: <br /> <br />(a) S-10-02 <br /> <br />SIMONSDALE NEIGHBORHOOD - Ordinance granting the request <br />of Eugene White, Assistant City Attorney, for the Portsmouth <br />School Board for the closure of a portion of Byers Avenue (formerly <br />Johnson Avenue). The Comprehensive Plan Future Land Use Map <br />recommends Residential and Institutional Development. Vision <br />Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />There were no speakers. <br /> <br />Motion by Ms. Randall, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO CLOSE A PORTION OF BYERS AVENUE." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- City Manager's Report - <br /> <br />10 - 172 - Adoption of an ordinance accepting a one-time SAPT Block Grant in the <br />amount of $1,915 from the Virginia Department of Behavioral Health and <br />Developmental Services and appropriating said funds in the FY 2009-2010 Behavioral <br />Healthcare Services Fund for use by the Portsmouth Department of Behavioral <br />Healthcare Services to provide prevention services for youth and families. Vision <br />Principle: Thriving Neighborhoods and a Sense of Community. <br /> <br />Background: <br />. DBHDS is committed in assisting community services boards in delivering <br />evidence-based and effective programs to the citizens. DBHDS has allocated funds to <br />allow DBHS to enhance prevention services to address risk factors. <br /> <br />Discussion: <br />. Prevention funding allows our department to assist and reduce prevalent risk <br />factors including teenage pregnancy, violence Igang activity and high school drop out <br />rate. A proposal was submitted and approved by the state to use the $1,915 toward <br />expenses for our annual youth summit to address the above risk factors. (See proposal <br />attached) <br /> <br />Financial Impact: <br />. No local match funding is required. <br /> <br />Recommended Action: <br />. Adoption of an ordinance. Vision Principle: Thriving Neighborhoods and a Sense <br />of Community. <br /> <br />Next Steps Following Council Action: <br />.
