April 13. 2010 10 - 171 - Public hearing on a street closure application: (a) S-10-02 SIMONSDALE NEIGHBORHOOD - Ordinance granting the request of Eugene White, Assistant City Attorney, for the Portsmouth School Board for the closure of a portion of Byers Avenue (formerly Johnson Avenue). The Comprehensive Plan Future Land Use Map recommends Residential and Institutional Development. Vision Principle: Thriving Neighborhoods and a Sense of Community. There were no speakers. Motion by Ms. Randall, and seconded by Mr. Smith, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE TO CLOSE A PORTION OF BYERS AVENUE." Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None - City Manager's Report - 10 - 172 - Adoption of an ordinance accepting a one-time SAPT Block Grant in the amount of $1,915 from the Virginia Department of Behavioral Health and Developmental Services and appropriating said funds in the FY 2009-2010 Behavioral Healthcare Services Fund for use by the Portsmouth Department of Behavioral Healthcare Services to provide prevention services for youth and families. Vision Principle: Thriving Neighborhoods and a Sense of Community. Background: . DBHDS is committed in assisting community services boards in delivering evidence-based and effective programs to the citizens. DBHDS has allocated funds to allow DBHS to enhance prevention services to address risk factors. Discussion: . Prevention funding allows our department to assist and reduce prevalent risk factors including teenage pregnancy, violence Igang activity and high school drop out rate. A proposal was submitted and approved by the state to use the $1,915 toward expenses for our annual youth summit to address the above risk factors. (See proposal attached) Financial Impact: . No local match funding is required. Recommended Action: . Adoption of an ordinance. Vision Principle: Thriving Neighborhoods and a Sense of Community. Next Steps Following Council Action: . The Director will ensure that the funds are budgeted and utilized in FY10 to provide prevention services. Motion by Mr. Heretick, and seconded by Mr. Smith, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE ACCEPTING A ONE-TIME SAPT BLOCK GRANT IN THE AMOUNT OF $1,915 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2009-2010 BEHAVIORAL HEAL THCARE SERVICES FUND FOR USE BY THE PORTSMOUTH DEPARTMENT OF BEHAVIORAL HEAL THCARE SERVICES TO PROVIDE PREVENTION SERVICES FOR YOUTH AND FAMILIES."
