<br />At a Regular Meeting of the City Council on Tuesday, April 13, 2010, there were
<br />present:
<br />
<br />Mayor James W. Holley III, Vice Mayor William E. Moody, Jr., Charles B. Whitehurst,
<br />Sr., Marlene W. Randall, Stephen E. Heretick, Elizabeth M. Psi mas, Douglas L. Smith,
<br />City Manager Kenneth L. Chandler, City Attorney G. Timothy Oksman.
<br />
<br />Reverend Johnnie Drake, opened the meeting with prayer, which was followed
<br />by the Pledge of Allegiance to the Flag.
<br />
<br />Mayor Holley called the meeting to order and welcomed all in attendance.
<br />
<br />Motion by Mr. Moody, and seconded by Ms. Randall, to approve the minutes of a
<br />Called Meetings of March 22, 2010, of a Called Meeting of March 23, 2010, of a
<br />Regular Meeting of March 23, 2010, of a Called Meeting of March 30, 2010, and of a
<br />Called Meeting of April 6, 2010, and was adopted by the following vote:

<br />(a) Public hearing to consider the Annual Operating Budget for
<br />FY2010-2011.
<br />
<br />1. Garland Alexander, 3400 Nelson Street, spoke in opposition to this item.
<br />
<br />2. Lisbet Dula, 6300 East Virginia Beach Boulevard, Norfolk, asked that the City
<br />Council continue to provide funding for the Endependence Center.
<br />
<br />3. Linda Ridenour, 313 Tareyton Lane, asked that City Council increase funding for the
<br />School Board.
<br />
<br />4. Beverly Gaddis, 2416 Lakewood Lane, Chesapeake, asked the City Council provide
<br />a cost of living adjustment for retired police and firefighters.
<br />
<br />5. Shelton Stephens, 1037 Bismarck Crescent, asked that City Council continue to
<br />provide funding to the Endependence Center.
<br />
<br />6. Willie Wilder, 3817 Greenway Court, asked that City Council cut the budget that
<br />provides funding for outside legal fees.
<br />
<br />7. Ronald Reed, 5911 Bertrand Street, spoke in opposition to this item.
<br />
<br />(b) Public hearing to consider the Annual Operating Budget that
<br />establishes or increases rates on certain public utility rates, stormwater
<br />fees, recreation fees, solid waste management fees, and golf fees and
<br />includes proposed rate changes to take effect on July, 1 2010.
<br />
<br />1. Pat Simons, 801 Mimosa Road, spoke in opposition to the increased utility taxes.
<br />
<br />(c) Public hearing on recommended 2011-2015 Capital Improvement
<br />Program.
<br />
<br />1. Denice Richardson, 6000 Dunkrik Street, asked that City Council provide funding to
<br />complete the Ebony Heights drainage project for the entire community rather than in
<br />sections. She also asked that monies be provided for sidewalks, curbs and gutters.
