It should be noted that rail <br />service to this prDperty and the 'nearby Portsmouth ~ort and <br />Industrial COmmiss~ion property has been discontinued and that <br />the proposal is consistent with the City Comp~eh~nsiv~ ~l~n and <br />overall development of the area. A motion is required of City <br />Council to remove this item from th~ table; If Council is in <br />concurrence, an ordinance would be required by Cit~ Council to <br />formally close a portion of Commerce Street and the adjacent <br />ten foot a~ley~a~y. <br /> <br /> In 1983, the Portsmouth Port and Industrial Commission <br />entered into an agreement ~o convey certain parcels of land in <br />Port Norfolk to e~pre~"s Container Service Incorporated,~subject <br />to a deed of trust on the property. According ~o Mr. Burgess, <br />the deed of trust has now been satisfied. PPIC has requested <br />that the City convey to it the properties in question so'that <br />they may ~n ~tu~n co~v~y the property to e×press Container <br />Service. ~ <br /> <br /> I, therefore, recommend that City Council approve a motion <br />to remove the Street Closure from the~table, approve~ an ' <br />Ordinance ~o ~clos'e~a Portion of Commerce Street and the.~ <br />adjacent te~ foot alleyway, and a,Resolution to :convey five <br />parcels of land to PPIC."
