JUne~27, 1989 <br /> <br /> "AN ORDINANCE TO AMEND SECTION 5 OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, CLASSIFICATION AND PAY PLAN (ORDINANCE NO. <br />1989-47) BY ADDING THERETO SUBSECTION (d), PERTAINING TO <br />ALLOWANCES FOR COMPUTER SERVICES EMPLOYEES." <br /> <br /> Ayes: Barnes, Corprew, Gray, Hawks, Simpson, Webb <br /> Nays: None <br /> <br />89-261 Letter from the City Manager recommending adoption of <br />an ordinance closing a portion of Halifax Avenue. <br /> <br /> "City of Portsmouth has made application to close a <br />portion of Halifax Avenue. <br /> <br /> The viewers previously appointed by Council have <br />recommended approval of the applicationl The Planning <br />Commission concurs in this recommendation. <br /> <br /> I recomm~hd adoption of the ordihance closing Halifax <br />Avenue as requested by the applicant." <br /> <br /> On motion Of Mr. Barnes and seconded by Mr. Gray, the <br />following ordinance was adopted and by the following vote: <br /> <br />~AN ORDINANCE CLOSING A PORTION OF HALIFAX AVENUE." <br /> <br />Ayes: Barnes, Corprew, Gray, Hawks, Simpson, Webb <br />Nays: None <br /> <br />89-262 Letter from the City Manager recommending adoption of <br />a resolution providing for the-expansion of the Rental <br />Rehabilitation Program to include Country Village Apartments. <br /> <br /> "As you recall~ in January of this year a request was <br />presented to you by'the Portsmouth Redevelopment and Housing <br />Authority to expand the Rental Rehabilitation Program so that <br />Country Village Apartments could be considered as an eligible <br />project area. In response to public concern regarding the <br />apartment complex, the program was not expanded at that time and <br />staff was requested to work with the neighborhood, PRHA and <br />property owners to address conditions at Country Village. <br /> <br /> The current owner of Country Village Apartments, has <br />developed a financing package to have the property upgraded. An <br />integral part gE this financial package would be the eligibility <br />of Country village Apartments to receive and participate in the <br />Rental Rehabilitation Program. As such, the owner is requesting <br />that City Council authorize the expansion of the program to <br />include Country village Apartments. As you recall, the <br />neighborhoods of Brighton, Prentis Park, Cradock, Park View and <br />Truxtun are currently eligible to participate in the program. <br /> <br /> Attached for your consideration is a resolution providing <br />for the expansion of the Rental Rehabilitation Program to <br />include the Country Village Apartments." <br /> <br /> Mr. John F. Bailey, Jr., 203 Dixie Avenue, representing <br />the Maple Shade/West Grove Civic League, spoke in opposition to <br />the inclusion of Country village in the Rental Rehabilitation <br />Program. <br /> <br /> Councilman Corprew asked that Mr. Danny Cruce, Executive <br />Director of Portsmouth Redevelopment and Housing Authority be <br />asked to come forward to answer questions. Mr. Cruce came <br />forward to answer questions of Council and spoke in favor of <br />including Country village in the Rental Rehabilitation Program. <br /> <br /> <br />
