JUne 27, 1989 <br /> <br />5O3 <br /> <br /> Mr. J. Michael Sasser, 705 London Boulevard, spoke in favor <br />of the resolution to include Country Village in the Rental <br />Rehabilitation Program and.answered questions from Council. <br /> ~r. Lesli ' <br /> 'e R. Frencn, 208 Glasgow Street, representing the <br />Federation of Civic Clubs, spoke in opposition to the inclusion of <br />Country Village in the Rental Rehabilitation Program. <br /> <br /> On motion of Mr. Barnes and seconded by Mr. Simpson, the <br />following resolution ~as adopted on first and final reading, and <br />by the following vote. <br /> <br /> "A RESOLUTION PROVIDING FOR ThE EXPANSION OF THE RENTAL <br />REHABILITATION PROGRAM OF T~E CITY OF PORTSMOUTh TO INCLUDE <br />COUNTRY VILLAGE APARTMENTS. <br /> <br /> WHEREAS, the City of Portsmouth currently, administers a <br />Rental Rehabilitation Program within the City; and <br /> <br /> WHEREAS, Brighton, a portion of Cradock, Park View' Prentis <br />Park, and Truxtun are~currently eligible for funding, and <br /> <br /> WHEREAS, the specific objectives of the Program are as <br />follows: <br /> <br /> (a) To improve the standard of housing currently occupied b <br />lower income renters in targeted areas; <br /> <br /> · (b) To eliminate blight and blighting influences within the <br />targeted areas; <br /> <br /> (c) To maximize the efficiency of-the application of public <br />funds assisting ~ehabilitation; and <br /> <br /> WHEREAS, these objectives have provided,the~framework for <br />City's Rental Rehabilitation Program; and <br /> <br /> WHEREAS, the Country ~i'llage Apartments have been identified <br />as an area ia need of rehabilitation; ~and <br /> <br /> ~_.q~REAS the Country Village Apartments are bounded by <br />Turnpike Road, the Seabo'ard Railroad right-of-way, Gum Street and <br />the Maple Shade community; and <br /> <br /> WiqEREAS, the Program is primarily designed to promote the <br />rehabilitation of occupied rental housing and to provide <br />with financial incentives to rehabilitate such structures; and <br /> <br /> WHEREAS, The U. S. Department of Housing and ~rban <br />Development provides financial assistance ~n the form of a <br />deferred payment loan. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City's Rental <br />Rehabilitation Program be expanded to include Country Village <br />Apartments." <br /> <br />Ayes: Barnes, Corprew, Gray, Hawks, Simpson, Webb <br />Nays: None <br /> <br /> Mr. Cruce was requested to come back-t0 the podium to answer <br />additional questions for Council. <br /> <br /> Motion of Mr. Corprew and seconded by Mr. Simpson, that the <br />Portsmouth Redevelopment and Housing Authority work with the <br />adjoining Civic Leagues; that there be a plan presented; that <br /> <br /> <br />
