June.27, 1989 <br /> <br />501 <br /> <br />89-259 Letter from the City Manager recommending adoption of a~ <br />ordinanCe to amend the COde of 'the City of Portsmouth, Virginia, <br />1988, by amending Sections 35-159(3); Section 35-165(a); and <br />Section 35-167 thereof pertaining to real estate tax exemption fo] <br />elderly and disabled persons. <br /> <br /> "The 1989 General Assembly adopted several ~hanges to the <br />enabling legislation for the local exemption of real estates for <br />elderly and handicapped persons. These changes are as follows: <br /> <br /> (a) The City may no longer require a term Of residency in <br />order to be eligible for the tax relief° <br /> <br /> (b) A change in status during the tax year will result in <br />the property no longer being eligible for exemption for the <br />remainder of that year as opposed to the current provision which <br />makes the property ineligible for the entire tax year. <br /> <br /> (c) The City Treasurer is now required to provide notice of <br />the terms of the exemption for etderly and handicapped persons in <br />the tax statements and by other means~ <br /> <br /> I recommend adoption of the ordinance to incorporate these <br />changes into the City Code." <br /> <br /> On motion of Mr. Simpson and seconded by Mr. Barnes, the <br />following ordinance was adopted on first and final reading, and <br />the following vote: <br /> <br /> "AN ORDINANCE TO AMEND T~E CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1988, BY AMENDING SECTIONS 35-159(3); SECTION 35-165(a) <br />AND SECTION 35-167 THEREOF PERTAINING TO REAL ESTATE TAX <br />FOR ELDERLY AND DISABLED PERSONS." <br /> <br />Ayes: Barnes, Corprew, Gray, Hawks, Simpson, Webb <br />Nays: None <br /> <br />89-260 Letter from the City Manager recommending adoption of a <br />ordinance to amend Section 5 of the City of Portsmouth, Virginia, <br />Classification and Pay Plan (Ordinance No. 1989-47) by adding <br />thereto subsection (d), pertaining to allowances for Computer <br />Services employees. <br /> <br /> "The Department of Computer Services operates and maintains <br />on a day to day basis the City's word processing system. Several <br />employees of the department have been taught to trouble-shoot, <br />analyze and repair this system thereby permitting a lower level o <br />contractual maintenance and resulting in a substantial savings to <br />the City. <br /> <br /> At the request of the Director of Computer Services and with <br />the concurrence of the Director of Personnel, I recommend that an <br />allowance of $90 per month be established to recognize these <br />abilities which are over and above the regular 3ob requirements. <br />To accomplish this a modifieation to the City's Classification an~ <br />Pay Plan will need to be approved by the City Council. The <br />attached ordinance modifies the plan which goes into effect on <br />July 1, 1989 by amending Section 5 to add subparagraph (d). <br /> <br /> I recommend the City Council favorably considers the Compute~ <br />Service allowance." <br /> <br /> On motion of Mr~ Simpson and seconded by Mr. Gray, the <br />following ordinance was approved on first and final reading, <br />by the following vote: <br /> <br />and <br /> <br /> <br />
