Submit the completed Standard Project Administration Agreement to VDOT for <br />execution. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />10-140(A): <br /> <br />"ORDINANCE ACCEPTING $851,000 IN FEDERAL AND STATE FUNDS FROM THE <br />VIRGINIA DEPARTMENT OF TRANSPORTATION FOR THREE HIGHWAY SAFETY <br />IMPROVEMENT PROGRAM PROACTIVE SAFETY PROJECTS ON HIGH STREET <br />AND ON GEORGE WASHINGTON HIGHWAY, APPROPRIATING SAID FUNDS IN <br />THE FY 2009-2010 CAPITAL IMPROVEMENTS FUND, AND AUTHORIZING THE <br />CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE VIRGINIA <br />DEPARTMENT OF TRANSPORTATION FOR ADMINISTRATION OF SAID <br />PROJECTS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />10-140(B): <br /> <br />"RESOLUTION REQUESTING THAT THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION ESTABLISH THREE NEW PROJECTS FOR IMPROVEMENTS <br />AT THE GEORGE WASHINGTON HIGHWAY - VICTORY BOULEVARD, GEORGE <br />WASHINGTON HIGHWAY - ELM AVENUE AND HIGH STREET - CEDAR LANE <br />INTERSECTIONS UTILIZING HIGHWAY SAFETY IMPROVEMENT PROGRAM <br />(HSIP) FUNDS." <br /> <br />WHEREAS, in accordance with Virginia Department of Transportation <br />construction allocation procedures, it is necessary that a request by council resolution <br />be made in order that the Department program new projects in the City of Portsmouth. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Council of the City of <br />Portsmouth, Virginia, requests that the Virginia Department of Transportation establish <br />three Highway Safety Improvement Program (HSIP) Proactive Safety projects for <br />improvements at the George Washington Highway - Victory Boulevard, George <br />Washington Highway - Elm Avenue and High Street - Cedar Lane intersections [ Project <br />Numbers 0017-124-161, P101, C501 (UPC 95422); 0141-124-221, P101, M501 (UPC <br />95424); and 0017-124-222, P1 01, M501 (UPC 95425).] <br /> <br />BE IT FURTHER RESOLVED that, while the full source of said projects will be <br />borne by the Commonwealth of Virginia, should the City of Portsmouth cancel any <br />project, the City will reimburse the Virginia Department of Transportation for the total <br />amount of the costs of said project expended by the Department through the date the <br />Department is notified of such cancellation. <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 141 - Adoption of an ordinance and a resolution pertaining to the establishment and <br />funding of five (5) highway safety improvement projects to upgrade traffic signals and to <br />construct safety-related improvements at various traffic intersections.
