March 23. 2010 Next Steps: . Submit the completed Standard Project Administration Agreement to VDOT for execution. Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following ordinance, and was adopted by the following vote: 10-140(A): "ORDINANCE ACCEPTING $851,000 IN FEDERAL AND STATE FUNDS FROM THE VIRGINIA DEPARTMENT OF TRANSPORTATION FOR THREE HIGHWAY SAFETY IMPROVEMENT PROGRAM PROACTIVE SAFETY PROJECTS ON HIGH STREET AND ON GEORGE WASHINGTON HIGHWAY, APPROPRIATING SAID FUNDS IN THE FY 2009-2010 CAPITAL IMPROVEMENTS FUND, AND AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH THE VIRGINIA DEPARTMENT OF TRANSPORTATION FOR ADMINISTRATION OF SAID PROJECTS." Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None Motion by Ms. Psi mas, and seconded by Mr. Heretick, to adopt the following resolution, and was adopted by the following vote: 10-140(B): "RESOLUTION REQUESTING THAT THE VIRGINIA DEPARTMENT OF TRANSPORTATION ESTABLISH THREE NEW PROJECTS FOR IMPROVEMENTS AT THE GEORGE WASHINGTON HIGHWAY - VICTORY BOULEVARD, GEORGE WASHINGTON HIGHWAY - ELM AVENUE AND HIGH STREET - CEDAR LANE INTERSECTIONS UTILIZING HIGHWAY SAFETY IMPROVEMENT PROGRAM (HSIP) FUNDS." WHEREAS, in accordance with Virginia Department of Transportation construction allocation procedures, it is necessary that a request by council resolution be made in order that the Department program new projects in the City of Portsmouth. NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth, Virginia, requests that the Virginia Department of Transportation establish three Highway Safety Improvement Program (HSIP) Proactive Safety projects for improvements at the George Washington Highway - Victory Boulevard, George Washington Highway - Elm Avenue and High Street - Cedar Lane intersections [ Project Numbers 0017-124-161, P101, C501 (UPC 95422); 0141-124-221, P101, M501 (UPC 95424); and 0017-124-222, P1 01, M501 (UPC 95425).] BE IT FURTHER RESOLVED that, while the full source of said projects will be borne by the Commonwealth of Virginia, should the City of Portsmouth cancel any project, the City will reimburse the Virginia Department of Transportation for the total amount of the costs of said project expended by the Department through the date the Department is notified of such cancellation.
