Mark Geduldig-Yatrofsky, 2713 Sterling Point Drive, asked if this could be an <br />opportunity to revisit having the Courts Complex Leadership in Energy and Design <br />(LEED) Certified. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING $1,002,000 FROM THE U.S. DEPARTMENT OF <br />ENERGY, AMERICAN RECOVERY AND REINVESTMENT ACT IN ENERGY <br />EFFICIENCY AND CONSERVATION FORMULA BLOCK GRANT FUNDS AND <br />APPROPRIATING SAID FUNDS IN THE FY 2009-2010 ECONOMIC STIMULUS <br />FUND TO BE USED BY THE ENGINEERING DEPARTMENT FOR VARIOUS <br />ENERGY EFFICIENCY AND CONSERVATION PROJECTS INVOLVING CITY <br />GARAGES AND TRAFFIC SIGNALIZATION." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 140 - Adoption of an ordinance and a resolution pertaining to the establishment and <br />funding of three (3) highway safety improvement projects on George Washington <br />Highway, Elm Avenue and High Street. Vision Principle: Bold New Directions. <br /> <br />(a) Adoption of an ordinance accepting $851,000 in Federal and State Funds from <br />the Virginia Department of Transportation for three Highway Safety Improvement <br />Program Proactive Safety Projects on High Street and on George Washington <br />Highway, appropriating said funds in the FY 2009-2010 Capital Improvements Fund, <br />and authorizing the City Manager to execute an agreement with the Virginia <br />Department of Transportation for administration of said projects. <br /> <br />(b) Adoption of a resolution requesting that the Virginia Department of <br />Transportation establish three new projects for improvements at the George <br />Washington Highway - Victory Boulevard, George Washington Highway - Elm <br />Avenue and High Street - Cedar Lane Intersections Utilizing Highway Safety <br />Improvement Program (HSIP) Funds. <br /> <br />Background: <br />. The funds for these three projects are being made available to the city by VDOT <br />under the Federal Highway Administration Highway Safety Improvement Program <br />(HSIP). <br />. HSIP is intended to make significant progress in reducing highway fatalities and <br />injuries by identifying problem safety areas; analyzing problems and countermeasures; <br />and the prioritizing and scheduling improvement projects. <br /> <br />Discussion: <br />. The City submitted funding requests to VDOT for these projects in September <br /> <br />2009. <br /> <br />. Improvements to these intersections include rechannelization of traffic lanes, <br />improved signage and pavement markings, installation of sidewalks and pedestrian <br />accommodations, and traffic signal upgrades. <br /> <br />Financial Impact: <br />. The cost of this program will be borne totally by VDOT, no matching funds are <br />required. <br /> <br />Recommended Action: <br />. Adoption of an ordinance and a resolution pertaining to the establishment and <br />funding of three (3) highway safety improvement projects on George Washington <br />Highway, Elm Avenue and High Street.
