<br />March 23. 2010 <br /> <br />(a) Adoption of an ordinance accepting $2,393,800 in Federal and State Funds from <br />the Virginia Department of Transportation for five new projects to upgrade the traffic <br />signals and to construct safety-related improvements, appropriating said funds in the FY <br />2009-2010 Capital Improvements Fund, and authorizing the City Manager to execute an <br />agreement with the Virginia Department of Transportation for administration of said <br />projects. <br /> <br />(b) Adoption of a resolution requesting that the Virginia Department of <br />Transportation establish five new projects for traffic signalization and safety related <br />improvements at various street intersections utilizing Highway Safety Improvement <br />Program (HSIP) Funds. <br /> <br />Background: <br />. The Engineering Department applied for and received multiple grants through <br />VDOT for Highway Safety Improvement Program (HSIP) funds to upgrade the traffic <br />signals and construct safety related improvements at the five intersections named <br />above. <br />. HSIP funding is intended to make significant progress in reducing highway <br />fatalities and injuries by implementing safety improvements at locations identified as <br />problem areas through collision data analysis and engineering reviews. <br /> <br />Discussion: <br />. To receive these funds, the City Council is required to approve a Programming <br />Resolution requesting VDOT to establish this project as urban system highway project. <br /> <br />Financial Impact: <br />. None. The cost of this project will be borne totally by VDOT; no matching funds <br />are required. <br /> <br />Recommended Action: <br />. Adoption of an ordinance and a resolution pertaining to the establishment and <br />funding of five (5) highway safety improvement projects to upgrade traffic signals and to <br />construct safety-related improvements at various traffic intersections. Vision Principle: <br />Bold New Directions. <br /> <br />Next Steps: <br />. Submit the Project Programming Resolution and the completed Standard Project <br />Administration Agreement to VDOT for execution. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Heretick, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />10-141(A): <br /> <br />"ORDINANCE ACCEPTING $2,393,800 IN FEDERAL AND STATE FUNDS FROM <br />THE VIRGINIA DEPARTMENT OF TRANSPORTATION FOR FIVE NEW PROJECTS <br />TO UPGRADE TRAFFIC SIGNALS AND TO CONSTRUCT SAFETY-RELATED <br />IMPROVEMENTS, APPROPRIATING SAID FUNDS IN THE FY 2009-2010 CAPITAL <br />IMPROVEMENTS FUND, AND AUTHORIZING THE CITY MANAGER TO EXECUTE <br />AN AGREEMENT WITH THE VIRGINIA DEPARTMENT OF TRANSPORTATION FOR <br />ADMINISTRATION OF SAID PROJECTS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Randall, to adopt the following <br />resolution, and was adopted by the following vote: <br />
