<br />March 23. 2010 <br /> <br />10-141(B): <br /> <br />"RESOLUTION REQUESTING THAT THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION ESTABLISH FIVE NEW PROJECTS FOR TRAFFIC <br />SIGNALIZATION AND SAFETY RELATED IMPROVEMENTS AT VARIOUS STREET <br />INTERSECTIONS UTILIZING HIGHWAY SAFETY IMPROVEMENT PROGRAM <br />(HSIP) FUNDS." <br /> <br />WHEREAS, in accordance with Virginia Department of Transportation <br />construction allocation procedures, it is necessary that a request by council resolution <br />be made in order that the Department program new projects in the City of Portsmouth. <br /> <br />NOW, THEREFORE, BE IT RESOLVED that the Council of the City of <br />Portsmouth, Virginia, requests that the Virginia Department of Transportation establish <br />five Highway Safety Improvement Program (HSIP) Proactive Safety projects to upgrade <br />the traffic signals and construct safety related improvements at the intersections of <br />Effingham Street/High Street, Elm AvenuelCounty Street, High Street/Tyre Neck Road, <br />Victory BoulevardlElmhurst Lane, and Airline BoulevardlGreenwood DrivelHodges <br />Ferry Road: [ Project Numbers UPC 96038, UPC 96035), UPC 96036, UPC 96037 and <br />UPC 95986]. <br /> <br />BE IT FURTHER RESOLVED that, while the full source of said projects will be <br />borne by the Commonwealth of Virginia, should the City of Portsmouth cancel any <br />project, the City will reimburse the Virginia Department of Transportation for the total <br />amount of the costs of said project expended by the Department through the date the <br />Department is notified of such cancellation. <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />- New Business - <br /> <br />10 - 142 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />10 - 143 - Items Submitted by Council Members <br /> <br />'" Mr. Whitehurst informed City Council and citizens of a banquet being given, May 21, <br />2010 at the Edmonds Center to honor the State Championship basketball team from <br />I. C. Norcom High School. He also gave an update on the Boy Scout breakfast that <br />he attended earlier in the day. <br /> <br />'" Mr. Moody asked that Staff provide a report card at least once a year on how the <br />City Council is fulfilling the goals of their Vision Principles. <br /> <br />10 - 144 - Report on Pending Items <br /> <br />. Bernadette Hogge, Ombudsman, gave an update on items of concern presented by <br />citizens at the March 9,2010 City Council Meeting. <br /> <br />10 - 145 - Non-Agenda Speakers <br /> <br />1. Linda Ridenour, 313 Tareyton Lane, spoke on the need for additional funding for the <br />school system. <br /> <br />2. Paul Landers, 402 Cabot Street, asked that the storm drain for a family in his <br />neighborhood be cleared out. <br />
