Katz, City Attorney, effective <br />September 1, 1989 and was adopted by unanimous vote. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Barnes to amend <br />the Classification and Pay Plan (Ordinance No. 1989~47), <br />pertaining to salaries for unclassified positions and was <br />adopted by the following vote: <br /> <br />Ayes: Barnes, Corprew, Gray, Hawks, Lucas, Simpson, Webb <br />Nays: None <br /> <br /> Vice Mayor Gray, on behalf of City Council thanked Steven <br />Lieberman, City Attorney and James T. Martin, Deputy City <br />Attorney for their guidance and help during their years <br />of service. <br /> <br />UNFINISHED BUSINESS - <br /> <br />89-135 Comprehensive Plan: <br /> <br /> (c) Motion of Mr. Simpson and seconded by Mr. Gray, <br />the following resolution approved on first reading at the <br />Regular Meeting of July 27, 1989, was adopted and by the <br />following vote: <br /> <br />"A RESOLUTION APPROVING AND ADOPTING THE COMPREHENSIVE <br />PLAN FOR T~E CITY OF PORTSMOUTH DESIGNATED CP-89-1. <br /> <br /> WHEREAS, Article IV of Chapter 11 of Title 15.~1 of the <br />Code of Virginia, 1950, as amended, requires that every <br />governing body shall adopt a Comprehensive Plan for the <br />physical development of the territory within its jurisdiction; <br />and <br /> <br /> WHEREAS, the Planning Commission made a careful and <br />comprehensive survey and study of the existing conditions and <br />trends of growth, and of the probable future requirements of <br />the City and its inhabitants; and <br /> <br /> WHEREAS, the Planning Commission, prior to the <br />recommendation, gave notice and held public hearings on the <br />plan as required by law and prepared and~recommended a <br />Comprehensive Plan for the physical, social and economic <br />development of the City and designated same as CP-89-1; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth has held <br />public hearings, with notice as required by law, and considered <br />the proposed Comprehensive Plan and proposed certain revisions <br />thereto. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia that the Comprehensive Plan for the <br />City of Portsmouth, Virginia, designating CP-89-1 as revised <br />be, and hereby is, approved and adopted." <br /> <br />Ayes: Barnes, Corprew, Gray, Hawks, Lucas, Simpson, Webb <br />Nays: None <br /> <br />89-258 Code Amendment: <br /> <br /> (d) Motion of Mr. Barnes and seconded by Mr. Simpson <br />the following ordinance approved on first reading at the <br />Regular Meeting of June 27, 1989, was adopted and by the <br />following vote: <br /> <br /> <br />
