516 July 11, 1989 89-283 a - On motion of Mr. Gray and seconded by Mr. Barnes,to appoint Stuart E. Katz, City Attorney, effective September 1, 1989 and was adopted by unanimous vote. Motion of Mr. Gray and seconded by Mr. Barnes to amend the Classification and Pay Plan (Ordinance No. 1989~47), pertaining to salaries for unclassified positions and was adopted by the following vote: Ayes: Barnes, Corprew, Gray, Hawks, Lucas, Simpson, Webb Nays: None Vice Mayor Gray, on behalf of City Council thanked Steven Lieberman, City Attorney and James T. Martin, Deputy City Attorney for their guidance and help during their years of service. UNFINISHED BUSINESS - 89-135 Comprehensive Plan: (c) Motion of Mr. Simpson and seconded by Mr. Gray, the following resolution approved on first reading at the Regular Meeting of July 27, 1989, was adopted and by the following vote: "A RESOLUTION APPROVING AND ADOPTING THE COMPREHENSIVE PLAN FOR T~E CITY OF PORTSMOUTH DESIGNATED CP-89-1. WHEREAS, Article IV of Chapter 11 of Title 15.~1 of the Code of Virginia, 1950, as amended, requires that every governing body shall adopt a Comprehensive Plan for the physical development of the territory within its jurisdiction; and WHEREAS, the Planning Commission made a careful and comprehensive survey and study of the existing conditions and trends of growth, and of the probable future requirements of the City and its inhabitants; and WHEREAS, the Planning Commission, prior to the recommendation, gave notice and held public hearings on the plan as required by law and prepared and~recommended a Comprehensive Plan for the physical, social and economic development of the City and designated same as CP-89-1; and WHEREAS, the Council of the City of Portsmouth has held public hearings, with notice as required by law, and considered the proposed Comprehensive Plan and proposed certain revisions thereto. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the Comprehensive Plan for the City of Portsmouth, Virginia, designating CP-89-1 as revised be, and hereby is, approved and adopted."
