5i5 <br /> <br /> At the regular meeting of the City Council held on Tuesday, <br />July 11, 1989 there were present: <br /> <br />Mayor Gloria O. Webb, Vice Mayor J. Robert Gray, <br />Jack P. Barnes, E. G. Corprew, Jr., James C. Hawks, <br />L. Louise Lucas, J. Herbert Simpson, <br />George L. Hanbury, II, City Manager, <br />Steven Lieberman, City Attorney <br /> <br /> Rev; Lin Hairfield, Associate Pastor, First Friends Church, <br />opened the meeting with prayer, followed by the Pledge of <br />Allegiance to the Flag. <br /> <br />Mayor Webb welcomed all visitors in attendance. <br /> <br /> Motion of <br />Called Meeting <br />June 27, 1989, <br />unanimous vote. <br /> <br />Mr. Gray and seconded by Mr. Simpson, minutes of <br />of June 27, 1989 and a Regular Meeting of <br />to be approved as received, and was adopted by <br /> <br /> 89-282 - A Proclamation was presented to Helen Gary, United <br />Mental Health Consumers of Southeastern Virginia and Carlton Bell <br />Opportunity House for "Mental Patients' Rights Day." <br /> <br /> 89-283 - On motion of Mr. Gray and seconded by Mrs. Lucas, <br />the following resolution was adopted and by the following vote: <br /> <br />"A RESOLUTION EXPRESSING THE GRATITUDE OF PORTSMOUTH TO <br />MR. MARVIN FENSTER AND MRS. LOUISE RAPOPORT FENSTER FOR <br />THEIR DONATION THAT FUNDED TME RAPOPORT ROOM AT THE <br />PORTSMOUTH PUBLIC LIBRARY. <br /> <br /> WHEREAS, Mr. Marvin Fenster and Mrs. Louise Rapoport <br />Fenster have generously donated funds, in loving memory of Morris <br />and Julia Rapoport, now deceased, to the City of Portsmouth for <br />the benefit of the city and its citizens; and <br /> <br /> WHEREAS, these funds have been used to create a center <br />instruction for the children of Portsmouth in the use of <br />computers; and <br /> <br />for <br /> <br /> WHEREAS, the donation of these funds reflects the spirit of <br />community pride and involvement and a vision of the future, <br />instilled in Mrs. Fenster by her father and mother, Morris and <br />Julia Rapoport. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia that this center for computer instruction <br />the children of the City of Portsmouth at the Portsmouth Public <br />Library, be now, and forever known as the Rapoport Room and that <br />copy of this resolution be spread upon the minutes of this <br />Council, and that a copy be presented to <br />Mr. Marvin Fenster and Mrs. Louise Rapoport Fenster in <br />recognition of the gratitude of the City of Portsmouth and its <br />citizens." <br /> <br />Ayes: Barnes, Corprew, Gray, Hawks, Lucas, Simpson, Webb <br />Nays: None <br /> <br /> <br />
