In Decembe~r 1988, the State Department of Waste <br />Management implemented new solid waste management regulations <br />which govern the operation of landfills. The City has been <br />Wo'rk. ing cooperatively with the State to bring~the Landfill into <br />compliance with the new regulations. <br /> <br /> The City's Director of General Services,~ Mr. Luke McCoy, has <br />estimated that it will cost approximately $750,000 over the next <br />several years to fulfill the regulations as established by the <br />State. From discussions with State officials, the City will be <br />required to close out the 46.7 front-acreage of the Landfill by <br />July 1, 1992o This close-out must be based upon an approved <br />"closure plan" to address landfill cover, ground monitoring wells <br />and seeding. Additionally, come July 1992 the State will require <br />that future fill areas meet stringent State requirements includin <br />liners, ground cover and underground monitoring. <br /> <br /> As a result of the close-out of the City's incinerator at th <br />Frederick Boulevard Operation Center, SPSA paid the City $279,000 <br />I am recommending that these funds be utilized to implement Phase <br />One of the Craney Island Landfill improvements, as well as the <br />remaining work items necessary.to close out the incinerator site. <br />Attached is a multi-year breakdown. <br /> <br /> I, therefore, recommend appropriation of $279,000 for the <br />purposes as identified." <br /> <br /> Motion of Mr. Simpson and seconded by Mr. Barnes, the <br />following ordinance was approved on first reading and by the <br />unanimous vote. <br /> <br /> "AN ORDINANCE TO APPROPRIATE $279,000. FROM THE CAPITAL <br />IMPROVEMENT FUND TO IMPLEMENT PHASE ONE OF THE CRANEY ISLAND <br />LANDFILL IMPROVEMENTS." <br /> <br />89-300 Letter from the City Manager recommending adoption of a <br />resolution accepting the offer of Mr. & Mrs. Clifford Gainey to <br />purchase city-owned property on CharLeston Avenue authorizing the <br />City Manager to convey. <br /> <br /> "The City has advertised a small parcel of property on <br />Charleston Avenue for sale. One offer was received from Mr. & <br />Mrs. Clifford Gainey in the amount of $2,400. The assessed value <br />of the property is $2,310.00. <br /> <br /> Mr. & Mrs. Gainey, who are the adjacent property owners, <br />indicated in their bid proposal that they intended to increase <br />their yard and will be so stated in the deed. <br /> <br /> City departments have noc indicated any objection to the sal <br />of the property. <br /> <br /> I recommend adoption of a resolution accepting the offer and <br />authorizing the sale of the property." <br /> <br /> Motion of Mr. Gray and seconded by Mr. Barnes, the <br />resolution was adopted on first and final reading, and by <br />foliowing 9ote: <br /> <br />the <br /> <br /> "A RESOLUTION ACCEPTING THE OFFER OF MR. & MRS.
