532 <br /> <br />July 25, 1989 <br /> <br /> On Motion of Mr. Barnes and seconded by Mr. Corprew, the <br />following ordinance, approved on first reading at the Public <br />Hea~ing of July 10, 1989, was taken up and read. <br /> <br /> "AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, 1988, BY AMENDING SECTION 40-31 AND SECTIONS 40-68 AND <br />40-71 (b) T~EREOF, PERTAINING TO THE ZONING OF FLEA MARKETS." <br /> <br /> The ordinance was adopted on final reading and by the <br />following vote: <br /> <br />Ayes: Barnes, Corprew, Hawks, Simpson <br />Nays: Gray, Lucas, Webb <br /> <br />- REPORTS FROM THE CITY MANAGER - <br /> <br />89-298 Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $45,000 from the Capital Improvement <br />Fund for improvements at Cavalier Manor Recreation Complex. <br /> <br /> "The 1988-93 Capital Improvement Program authorized~ <br />$50,000 for improvements at Cavalier-Manor.Recreation Complex. <br />Bids were received on July 11, 1989 for construction of two <br />little league fields, with irrigation systems. The total <br />anticipated cost is as follows: <br /> <br /> Contra~t Price (Ryan Construction) <br /> Conti~geRcies ~ <br />~.Contrac[~Administration <br /> <br />TOTAL ANTICIPATED PROJECT COST <br /> <br />$45,956.00 <br />$ 2,044.00 <br />$ 2,000.00 <br /> <br />$50,000.00 <br /> <br /> The total anticipated project cost, including <br />contingencies and contract administration, is $50,000. $45,000 <br />remains from the $50,000 authorization and $5,000 is available <br />froTM previous appropriations. <br /> <br /> The Director of Public Works recommends that a contract be <br />awarded to Ryan Construction Company, the low bidder, in the <br />amount of $45,956.00 and that $45,000 be appropriated. <br /> <br /> I, therefore, concur and recommend appropriation of the <br />necessary funds and award of the contract to the low bidder." <br /> <br /> Larose M. Mann, 805 Jewell Avenue, representing the <br />Simonsdale Civic Club, spoke in opposition to approval of the <br />item because of the need to use public funds for other <br />priorities, particularly drainage and street improvements. <br /> <br /> Motion of Mr. HawkS and seconded by Mr. Barnes, the <br />following ordinance was approved on first reading and by <br />unanimous vote. <br /> <br /> "AN ORDINANCE TO APPROPRIATE $45,000. FROM THE CAPITAL <br />IMPROVEMENT FUND FORIMPROVEMENTS AT CAVALIER MANOR RECREATION <br />COMPLEX~" <br /> <br />89-299 Letter from the City Manager recommending adoption of <br />an ordinance to appropriate $279,000 from the Capital <br />Improvement Fund to implement Phase One of the Craney Island <br />Landfill improvements. <br /> <br /> "The City's Department of General Services rents from the <br />Navy approximately 117 acres for the operation of the City's <br />Craney Island Landfill.
