<br />March 9. 2010 <br /> <br />"RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE A DEED AND <br />OTHER NECESSARY INSTRUMENTS TO CONVEY TO THE PORTSMOUTH <br />REDEVELOPMENT AND HOUSING AUTHORITY OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, A PARCEL OF LAND ON GODWIN STREET FOR THE FURTHER <br />DEVELOPMENT OF WESTBURY. <br /> <br />BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that <br />the City Manager be, and hereby is, authorized to execute a deed and other necessary <br />instruments to convey to the Portsmouth Redevelopment and Housing Authority of the <br />City of Portsmouth, Virginia a parcel of land located on Godwin Street and described <br />"PROPOSED PARCEL A PROPERTY TO BE ACQUIRED FROM THE CITY OF <br />PORTSMOUTH AREA = 65,644 SQUARE FEET OF 1.5070 ACRES" as shown on an <br />exhibit attached hereto, entitled: "EXHIBIT 'A' SHOWING PORTION OF TAX PARCEL <br />00810040 TO BE ACQUIRED FROM THE CITY OF PORTSMOUTH BY <br />PORTSMOUTH REDEVELOPMENT & HOUSING AUTHORITY, PORTSMOUTH, <br />VIRGINIA" and to do all acts necessary to effect said conveyance." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 117 - Adoption of a resolution of the Council of the City of Portsmouth, Virginia <br />opposing the possible closing of the United States Postal Service Cradock Station in <br />the City of Portsmouth. Vision Principle: Thriving Neighborhoods and a Sense of <br />Community. <br /> <br />Background: <br />. Because of severely declining revenues and increased expenses, the U.S. Postal <br />Service has been examining measures to cut costs by the consolidation of facilities, <br />postage increases, and other means. <br />. As part of the USPS's examination, a proposal has been considered to eliminate <br />the Cradock Station and to offer the eliminated box rental and sales services for <br />Cradock residents at the Portsmouth Main Post Office. <br />. Two other Hampton Roads stations are also under consideration for closing. <br />. A final decision by the Postal Service on the proposed closing is not expected <br />before spring. <br /> <br />Discussion: <br />. While no final decision on the closing of the Cradock Station has been made, the <br />loss of the Facility will severely affect Cradock residents, in particular senior citizens. <br />. Closing of the Station will remove a longstanding neighborhood amenity, as well <br />as one of the elements of the self-contained national historic neighborhood <br />contemplated by the original designers. <br />. The facility's closing will result in another empty building in the Cradock historic <br />district. <br /> <br />Financial impact: <br />. No City funds are involved. <br /> <br />Recommended Action: <br />. Adoption of the resolution. Vision Principle: Thriving Neighborhoods and a <br />Sense of Community. <br /> <br />Next Steps Following Council Action: <br />. Since the community input phase has concluded, a copy of City Council's <br />resolution will be sent to Portsmouth Postmaster Robert Shaw for inclusion in the <br />comments to be considered prior to a final decision. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Whitehurst, to adopt the following <br />resolution, and was adopted by the following vote: <br />
