<br />February 23. 2010 <br /> <br />Background: <br />. Effective January 1, 2008, City Council approved an amendment of Section 2- <br />111 to adopt the State holiday schedule. <br /> <br />Discussion: <br />. The City currently observes twelve holidays per year consistent with the State and <br />will observe any added holidays authorized by the Governor of the Commonwealth of <br />Virginia, the President of the United States, the City Manager or the City Council each <br />year. <br />. Adoption of this amendment would provide employees with an additional paid <br />holiday each year in observance of their birthdays. <br />. I am recommending that this amendment be adopted retroactively effective <br />January 1, 2010. <br /> <br />Financial Impact: <br />. No financial impact is anticipated for this amendment. <br /> <br />Staff Recommends: <br />. Amendment of ordinance. Vision Principle: Bold New Directions. <br /> <br />Next Steps Following Council Action: <br />. No action required. <br />. The Department of Human Resource Management has already updated the <br />City's Administrative Policy regarding holidays and the Marketing and Communications <br />Department has already disbursed communication to the employees. <br /> <br />Motion by Mr. Whitehurst, and seconded by Mr. Smith, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE TO AMEND CHAPTER 2 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) BY AMENDING SECTION 2-111 THEREOF <br />PERTAINING TO HOLIDAYS." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 83 - Adoption of an ordinance accepting a grant in the amount of $115,000 from the <br />Office of Emergency Medical Services (OEMS) and appropriating the same amount in <br />the FY 2009-2010 Grants Fund for the purchase of two new ambulances. Vision <br />Principle: Bold New Directions. <br /> <br />Background: <br />. This funding is a 50/50 local to State match and is being funded through the <br />Rescue Squad Assistance Fund (RASF). <br />. Medic 9 was totaled due to an electrical fire in 2009. Risk Management was <br />planning to replace medic unit; however, was made aware of this funding opportunity. <br />The decision was made to utilize the replacement funds as a grant match and attempt <br />to get two units for the price of one. Our attempt was successful. <br />. The Fire Department, Finance Department, City Garage and Risk Management <br />were all part of this collaborative effort. <br /> <br />Discussion: <br />. The ability to maintain a fleet of serviceable ambulances is considered business <br />necessity. <br />. Leveraging grant funds to support our replacement efforts creates a winlwin <br />situation for the city. <br />
