Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None 10 - 84 - Adoption of an ordinance accepting a McKinney-Vento Act Homeless Assistance Competition Grant in the amount of $470,425 from the U.S. Department of Housing and Urban Development (HUD) and appropriating said funds in the FY 2009-2010 Behavioral Healthcare Services Fund for the Shelter Plus Care Grant and Supportive Housing Programs. On December 23, 2009 a letter was sent from HUD congratulating DBHS on being selected to receive $401,412 for the Shelter Plus Care Grant number VA0061 C3F070802 and for $69,013 for Supportive Housing Program Grant number VA0066B3F070802 for a total of $470,425. Discussion: . As an integral component of the Portsmouth Continuum of Care Housing Plan, the Shelter Plus Care Program has provided an opportunity for affordable, permanent and safe supportive housing choices to over one hundred and thirty homeless citizens since 1994. . The Shelter Plus Care and Supportive Housing Programs provide housing, case management, supportive groups and financial management, while encouraging stability, employment and independence for individuals and families living with HIVIAIDS andlor mental health, mental retardation, and substance abuse disabilities. . This program has contributed favorably and proved to be a positive influence in the effort to improve neighborhood quality, economic development and fiscal strength of the city. Financial impact: . There is no cash match required for the Shelter Plus Care program. There is a cash match of $17,350 for the Supportive Housing Grant that will be expended by DBHS' Mental Health Funds. Recommended Action: . Adoption of an ordinance to approve the appropriation of $470,425 for the Shelter Plus Care and Supportive Housing Grant Program.
