<br />February 23. 2010 <br /> <br />Financial Impact: <br />. $127,000 in matching funds is being provided by Risk Management. These are <br />the monies that were allocated to replace M9. A funding line has been identified (see <br />Grant Summary Form) and verified by Finance. <br /> <br />Staff Recommends: <br />. Adoption of proposed ordinance. Vision Principle: Bold New Directions. <br /> <br />Next Steps Following Council Action: <br />. Purchase and put in service two new ambulances. <br /> <br />Motion by Mr. Whitehurst, and seconded by Ms. Psimas, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />"ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $115,000 FROM THE <br />VIRGINIA DEPARTMENT OF HEALTH OFFICE OF EMERGENCY MEDICAL <br />SERVICES AND APPROPRIATING THE SAME AMOUNT IN THE FY 2009-2010 <br />GRANTS FUND FOR THE PURCHASE OF TWO NEW AMBULANCES." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 84 - Adoption of an ordinance accepting a McKinney-Vento Act Homeless <br />Assistance Competition Grant in the amount of $470,425 from the U.S. Department of <br />Housing and Urban Development (HUD) and appropriating said funds in the FY <br />2009-2010 Behavioral Healthcare Services Fund for the Shelter Plus Care Grant and <br />Supportive Housing Programs. Vision Principle: Thriving Neighborhoods and a Sense <br />of Community. <br /> <br />Background: <br />. On December 23, 2009 a letter was sent from HUD congratulating DBHS on <br />being selected to receive $401,412 for the Shelter Plus Care Grant number <br />VA0061 C3F070802 and for $69,013 for Supportive Housing Program Grant number <br />VA0066B3F070802 for a total of $470,425. <br /> <br />Discussion: <br />. As an integral component of the Portsmouth Continuum of Care Housing Plan, <br />the Shelter Plus Care Program has provided an opportunity for affordable, permanent <br />and safe supportive housing choices to over one hundred and thirty homeless citizens <br />since 1994. <br />. The Shelter Plus Care and Supportive Housing Programs provide housing, case <br />management, supportive groups and financial management, while encouraging stability, <br />employment and independence for individuals and families living with HIVIAIDS andlor <br />mental health, mental retardation, and substance abuse disabilities. <br />. This program has contributed favorably and proved to be a positive influence in <br />the effort to improve neighborhood quality, economic development and fiscal strength of <br />the city. <br /> <br />Financial impact: <br />. There is no cash match required for the Shelter Plus Care program. There is a <br />cash match of $17,350 for the Supportive Housing Grant that will be expended by <br />DBHS' Mental Health Funds. <br /> <br />Recommended Action: <br />. Adoption of an ordinance to approve the appropriation of $470,425 for the <br />Shelter Plus Care and Supportive Housing Grant Program. Vision Principle: Thriving <br />Neighborhoods and a Sense of Community. <br />
