<br />February 23. 2010 <br /> <br />10-63(a): <br />"ZONING AMENDMENT ORDINANCE Z-10-01." <br /> <br />Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley <br />Nays: None <br /> <br />10 - 43 - Adoption of ordinance amending the FY 2009-2010 Capital Improvements <br />Program by establishing a new project #91310 (James Hurst Elementary School <br />gymnasium) and appropriating the sum of $74,847.34 in the 2009-2010 Capital <br />Improvements Fund from the General Fund Undesignated, Unrestricted Fund Balance. <br />Deferred from the January 26, 2010 City Council Meeting. Vision Principle: Lifelong <br />Learning Community. <br /> <br />Background: <br />. By resolution on August 27, 2009 the School Board of the City of Portsmouth <br />(PPS) requested City Council to appropriate $74,847.34 for the purpose of providing <br />funding for a gymnasium at James Hurst Elementary School. The source of funding for <br />this appropriation was identified as $99,796.45 from FY07 -08 operating balance. <br /> <br />Discussion: <br />. The School Board requests the Portsmouth City Council to appropriate 75% of <br />the FY07-08 PPS operating surplus of $74,847.34. <br />. On June 12, 2001, City Council adopted a resolution wherein any unspent <br />operating fund balances of PPS will be re-appropriated for the purpose of <br />supplementing capital projects' appropriations, subject to certain conditions. <br /> <br />Financial Impact: <br />. The source of the appropriated funds is a Capital Improvement Program transfer <br />from the General Fund undesignated unreserved fund balance. <br />. Estimated Revenues in the FY2009-2010 Capital Projects Fund Budget will be <br />increased by $74,847.34. <br /> <br />Staff Recommends: <br />. Adoption of ordinance. Vision Principles: Lifelong Learning Community <br /> <br />Next Steps Following Council Action: <br />.
