Ayes: Heretick, Moody, Psi mas, Randall, Smith, Whitehurst, Holley Nays: None 10 - 43 - Adoption of ordinance amending the FY 2009-2010 Capital Improvements Program by establishing a new project #91310 (James Hurst Elementary School gymnasium) and appropriating the sum of $74,847.34 in the 2009-2010 Capital Improvements Fund from the General Fund Undesignated, Unrestricted Fund Balance. By resolution on August 27, 2009 the School Board of the City of Portsmouth (PPS) requested City Council to appropriate $74,847.34 for the purpose of providing funding for a gymnasium at James Hurst Elementary School. The source of funding for this appropriation was identified as $99,796.45 from FY07 -08 operating balance. Discussion: . The School Board requests the Portsmouth City Council to appropriate 75% of the FY07-08 PPS operating surplus of $74,847.34. . On June 12, 2001, City Council adopted a resolution wherein any unspent operating fund balances of PPS will be re-appropriated for the purpose of supplementing capital projects' appropriations, subject to certain conditions. Financial Impact: . The source of the appropriated funds is a Capital Improvement Program transfer from the General Fund undesignated unreserved fund balance. . Estimated Revenues in the FY2009-2010 Capital Projects Fund Budget will be increased by $74,847.34. Staff Recommends: . Adoption of ordinance. The Chief Financial Officer will ensure that the budget action required IS processed immediately upon adoption of the ordinance. Motion by Mr. Moody, and seconded by Ms. Randall, to adopt the following ordinance, and was adopted by the following vote: "ORDINANCE AMENDING THE FY 2009-2010 CAPITAL IMPROVEMENTS PROGRAM BY ESTABLISHING A NEW PROJECT #91310 (JAMES HURST ELEMENTARY SCHOOL GYMNASIUM) AND APPROPRIATING THE SUM OF $74,847.34 TO THE 2009-2010 CAPITAL IMPROVEMENTS FUND FROM THE FY 2009-2010 GENERAL FUND UNDESIGNATED, UNRESTRICTED FUND BALANCE."
